GENERAL SUMMARY: This position works as primary support within a team of Geospatial Information System (GIS) professionals in a production Utility Network (ArcGIS Pro) environment, supporting the delivery of high-quality water and wastewater data to the Houston Public Works GIS enterprise system for the water and wastewater databases. A successful candidate will become embedded in day-to-day operational workflows, developing a strong working knowledge of water and wastewater assets, field and inspection processes, reporting methodologies, and Utility Network-based editing and mapping practices. This position requires initiative, attention to detail, and intellectual curiosity to independently apply GIS tools and data to support production, analysis, and decision-making in a fast-paced enterprise environment.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS This geospatial professional position will report to the GIS group in the Regulatory and Compliance & Utility Development (RCUD) Branch of Houston Water (HW), a service line of Houston Public Works (HPW) Department. This position works as primary support within a team of GIS professionals in a production Utility Network (ArcGIS Pro ) environment, supporting the delivery of high-quality water and wastewater asset data to the Houston Public Works GIS enterprise system for the water and wastewater databases. Collaborates across business units to deliver GIS solutions through analysis, mapping, applications, field verification, inspection updates, and reporting. Leverages tools such as Python and FME to enhance workflows and outputs. Operates independently on complex projects, ensuring accurate tracking, reporting, and timely completion.
RESPONSIBILITIES:- Proficient in ArcGIS Pro 3.2 + desktop software editing and mapping.
- Performs advanced and complex data analysis (using ArcGIS Pro, Portal, ArcGIS Online and related extensions/add-ons).
- Leverages GIS capabilities to solve complex spatial problems.
- Digitizes in the ESRI Utility Network Model v5 water and wastewater systems and provides QC for ongoing construction projects.
- Designs, creates, or maintains data (e.g. standard qa/qc); provides maps, data, and reports to be utilized in decision-making processes.
- Participates in the GIS On-Call weekly schedule to support outside business hours, and high-priority requests.
- Provides technical leadership and guidance on GIS enterprise systems, Portal, FME, Python, geoprocessing, ArcGIS Online, and related geospatial solutions.
- Coordinates daily work activities and communicates effectively with supervisors, team members, and stakeholders.
- Supports and delivers GIS projects including mapping, analysis, applications, data engineering, and field verification.
- Ensures data quality and adherence to best practices for geodatabase development, design, and maintenance.
- Promotes excellent customer service through productive stakeholder engagement and timely, high quality deliverables.
- Performs other duties as assigned.
WORKING CONDITIONS This position involves routine walking, periods of sitting, and occasional stooping or bending. Occasional light lifting, such as three or four reams of papers or books (up to 40 pounds or equivalent weight) may be required. Work environment may require shifts and on-call rotation. During field collection projects the employee may be exposed to noise, dirt, dust, grease, machinery with moving parts, irritating chemicals, and occasional cold, heat, and inclement weather. The work may require the use of protective devices, such as respirators, masks, goggles, and/or gloves.
This is a Department of Houston Public Works Management position at the Tier II Level . MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Geographic Information Science, Planning, Geography, Computer Science or a closely related field.
EXPERIENCE REQUIREMENTS
No experience is required.
Substitution: Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.

PREFERENCESPreference may be given to applicants who have experience designing or reviewing plans for sanitary sewer and water utilities and/or proficiency using GIS; possess excellent technical writing skills, communication and research skills, and the ability to interpret and explain City procedures.
