Why you’ll love this positionThis is a professional position that serves as the Advanced Emergency Management Officer overseeing the Earthquake program, planning and projects funded by the Earthquake grant. This position advises and assists the Missouri Seismic Safety Commission and the Structural Assessment and Visual Evaluation (SAVE) Coalition in completing their duties and responsibilities. The position coordinates extensively with the Federal Emergency Management Agency (FEMA), Central United State Earthquake Consortium (CUSEC) other state agencies, and local governments to plan, organize, host or attend meetings to raise awareness of the earthquake risk posed to the State of Missouri.
What you’ll do: - Serve as the coordinator for the state’s annual Earthquake Summit.
- Coordinate and provide technical assistance and administrate training for the SAVE Coalition volunteers.
- Ensure compliance with relevant laws, regulations and state policies and grant requirements.
- Maintain knowledge of state and federal requirements to provide internal compliance and policy.
- Conduct an annual review and update of the New Madrid Seismic Zone (NMSZ) Earthquake Joint Interagency Operations Plan. Serve as a member of the core planning team in the bi-annual plan update and exercise(s).
- Review and participate in earthquake related planning for the State Emergency Operations Plan.
- Respond to inquiries related to the New Madrid Seismic Zone and the various programs related to earthquake preparedness across the State.
- Serve as SEMA’s administrator to the Missouri Seismic Safety Commission and the SAVE Coalition, including deploying with the SAVE Coalition as admin support.
- Participate in exercises, meetings, trainings, and other disaster-related duties as requested.
- Provide NMSZ earthquake presentations to local, regional and state partners as available.
- Develop and lead the state’s annual Shake Out Drill, expanding the number of Missourians who participate.
- Develop the budget and complete grant and project performance reports.

- Experience in developing budgets and federal grant management.
- Experience in conference planning and coordination.
- Must have the ability to research relevant guidance, state statutes, and federal regulations and be able to apply findings to program materials and plans.
- Possess a positive attitude, enjoy a team environment, and be able to work independently.
- Experience with public speaking skills.
- Excellent writing skills and experience in disaster plan development.
- Strong verbal, written, grammatical, organizational, research, and problem-solving skills.
- Excellent skills using Microsoft Office 365, Adobe Acrobat, and related programs.
- Ability to travel in the performance of assigned duties.
- Strong computer software skills including MS products like Excel, Word, PowerPoint and Outlook.
Candidates typically possess a bachelor’s degree from an accredited college or university: and, two or more years of professional experience in emergency management or a related field or verifiable experience in research and analysis, project management, grants management, budget/fiscal analysis, plan writing and/or a closely related area. Experience may be substituted for bachelor’s degree.

Normal work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. However, overtime or unusual working hours are required during an emergency event. Moderate same day or overnight travel is required.
The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
