    Overview

    The Water Quality Specialist ensures the City's drinking water meets all state and federal regulations through comprehensive monitoring, analysis, and reporting. This position serves as technical expert and lead coordinator who manages regulatory compliance programs, analyzes water quality data to identify trends and anomalies, coordinates nine Water Quality Field Technicians, responds to customer concerns, and manages multiple water quality projects to protect public health and maintain TCEQ and EPA compliance.

    Responsibilities

    • Monitors drinking water quality throughout distribution system ensuring compliance with state and federal regulations

    • Trends water sample results in detecting patterns and identifying anomalies

    • Performs root cause analyses, implements corrective actions, and reports findings

    • Manages compliance with EPA LCRR including coordination with schools, daycares, and health department

    • Maintains TCEQ-required records and prepares documentation for investigations

    • Manages drinking water, wastewater, and stormwater data using Google Sheets, Operator 10, Maximo, MS Office, and G Suite

    • Compiles and analyzes water quality data producing daily distribution chemistry and microbial results, weekly distribution chlorine concentrations, monthly nitrate and fluoride data, quarterly Water Quality Concern analysis, and Raw Water Quality Index reports

    • Creates graphics and data summaries for presentations and consultant research

    • Provides lead-level coordination with nine Water Quality Field Technicians performing near-supervisory duties excluding payroll

    • Directs field staff during sample routes, dead-end main flushing, and customer calls

    • Responds to workplace accidents and injuries

    • Troubleshoots sampling instruments and mobile device issues

    • Tracks technician vehicles using GPS to verify field entries and ensure proper work completion

    • Reviews and adjusts monthly sampling schedules

    • Participates in hiring panels and provides staff training

    • Responds to Water Quality Hotline and group email resolving customer issues and providing information

    • Contacts customers during on-call weeks to understand concerns and formulate causes, then coordinates with Field Techs to confirm and mitigate problems

    • Explains water quality results and regulatory requirements to schools, daycares, health officials, and public

    • Demonstrates monitoring methods during outreach events

    • Collects water samples from distribution sites for chemistry and microbial analysis

    • Samples elevated storage tanks, dead-end mains, Pilot Plant stages, and O.N. Stevens Plant entry point

    • Performs sampling for Unregulated Contaminant Monitoring Rule and investigative projects

    • Ensures proper collection techniques, chain of custody, and sample preservation per EPA and TCEQ protocols

    • Manages concurrent projects including Water Reuse Program, sample station maintenance, dead-end main looping, and Sample Siting Plan updates

    • Coordinates with Infrastructure to locate water lines and meters

    • Works through purchasing process for consumables, projects, sample station maintenance, and equipment upgrades

    • Reviews purchase requisitions and trains employees

    • Coordinates with consultants providing data and technical support

    Position Type and Typical Hours of Work

    • Exempt-Full-Time - Monday - Friday 8AM-5PM

    • Must be available to work additional hours as needed

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

    Minimum Qualifications

    • Bachelor's Degree (BA/BS)

    • Six (6) months to one (1) year experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

    Required within six (6) months of hire

    • TCEQ Class D Water Operator License

    Required within eighteen (18) months of hire

    • TCEQ Class C Surface or Distribution Water License

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
