POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThis Police Data Analyst involves highly responsible administrative, operational, and professional work serving as the Police Department’s primary data and performance analytics expert. The Police Data Analyst is responsible for transforming complex public safety, operational, staffing, and performance data into accurate, actionable insights for executive leadership, command staff, and the community, including the development and maintenance of dashboards, performance measures, forecasting models, staffing and workload analyses, and public-facing transparency tools. This role plays a critical part in data governance, quality assurance, policy evaluation, and strategic decision-making across departmental operations. The ideal candidate is a strategic analytical thinker, technically fluent in modern data platforms, and an exceptional communicator who can translate complex public safety data into clear, actionable insight for leadership and the community.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Required :- Bachelor’s Degree from an accredited, four-year college or university in Data Science, Computer Science, Statistics, Analytics, Applied Mathematics, Public Policy, Criminal Justice, or a closely related field
- Minimum of three (3) years of progressively responsible experience related to data analytics, business intelligence, statistical analysis, or performance analytics
- Demonstrated high proficiency in data management using multiple data languages and extraction methods, including SQL, Python or R, and API-based data integration, for data extraction, transformation, quality control, and documentation
- Demonstrated ability to work independently with professional judgment, discretion, reliability, and accountability when working with sensitive and confidential information
- Valid driver’s license and maintain a safe driving record
Preferred :- Master’s degree in Data Science, Analytics, Public Administration, Criminal Justice, Public Policy, or a related field
- Experience working in a public safety, law enforcement, criminal justice, or municipal government environment
- Advanced experience with modern data languages and extraction methods, including SQL, Python or R, and API-based data integration
- Experience with CAD/RMS systems and enterprise public safety data platforms
- Experience with GIS/ESRI tools

Physical Requirements Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
- Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing and/or pulling of up to twenty-five (25) pounds with dollies and carts
WORKING CONDITIONSWork is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

PRE-EMPLOYMENT REQUIREMENTS- Background checks will include employment references and criminal history, and when applicable, credit check, driver license record, and education verification
- Employment as a Police Data Analyst is conditional upon successful completion of an oral interview and/or assessment center, psychological examination, background investigation, polygraph or CVSA
- Must be able to pass the FBI Criminal Justice Information Services (CJIS) background check due to access to sensitive areas
- Must possess a valid driver’s license and have safe driving record

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
Employer Contribution: 12% of your base pay.

- 3 to 4 years - 60%
- 4 to 5 years - 80%
- Over 5 years - 100%
- For employees age 55 and older, the employer contributions are 100% vested
