DescriptionUnder limited supervision, plans, organizes, documents, budgets, and coordinates daily public works activities associated with facility maintenance and operations, street construction, parks maintenance, street maintenance and repairs, right of way maintenance as well as stormwater maintenance, repairs and construction. Participates in the work of and supervises a staff of semi-skilled tradesmen engaged in the maintenance, repair, alteration, and limited construction of special projects related to Town facilities. Plans, implements, and maintains documentation of all related contractual activities. Ensures compliance with Town’s procurement policies and procedures to include pertinent Federal, State, and local laws. Leads, guides, motivates and evaluates the work of the maintenance division staff. Trains, instructs and corrects the work of assigned staff in the performance of specific tasks. Directly responsible for the implementation and adherence to weekly work schedules and coordination with other divisions and departments and controls job interruptions due to emergency requests. Work is performed under direction with considerable latitude in the use of initiative and independent judgment. Seeks technical guidance on unusual or complex problems or issues. Reports to Assistant Public Works and Capital Projects Director.
Minimum Requirements (Must meet by the closing date of the posting unless otherwise stated) ALL CERTIFICATIONS AND SCHOOL TRANSCRIPTS MUST BE ATTACHED TO THE SUBMITTED APPLICATION. - Bachelor’s Degree in Construction Management, Architecture, Engineering or related field from an accredited college and/or university OR
- Graduation from an accredited High School or equivalent AND a General Contractor’s license from the Florida Department of Building and Professional Regulation (DBPR).
- Five (5) years of experience in municipal public works operation.
- Three (3) years of supervisory experience.
- Possession of a valid Class "E" Florida Driver's License with an acceptable driving record.
- Must be physically able to operate a vehicle.
- Must not have driver's license suspensions within five (5) years of submission of an application (not insurance-related).
- Ability to work nights, weekends, and holidays.
Preferred- Possession of a valid Florida Commercial Driver’s License (CDL), “Class B”.
Essential Functions- Oversees maintenance activities within the right of way to include removal and installation of concrete sidewalks and curbing, pothole repairs, roadway milling and resurfacing, asphalt trail maintenance, guardrail removal and installation, striping, etc.
- Oversee general drainage maintenance activities such as drain cleaning, drainage repairs and improvements, etc.
- Manages work orders in the asset management and work order system to ensure work orders are completed accurately and in a timely manner.
- Schedules, trains, assigns, disciplines, evaluates and supervises full and part time employees in the Public Works Department.
- Prepares and executes all forms of reports associated with the operation of the Division, including but not limited to, payroll, discipline, daily work logs, procurement, budget and finance, risk management etc.
- Reviews and approves leave request from subordinates.
- Directs the operations concerning maintenance, repairs, and construction within the assigned Division.
- Assist in the maintenance, repair, and construction of all public assets as required.
- Orders and maintains inventory of supplies and equipment used to perform all duties.
- Instructs and supervises employees in all safety requirements and responsibilities to ensure a safe work environment.
- Assists with the development and management of the departmental budget.
- Reviews and approves purchases.
- Serves as department’s representative at various meetings as required.
- Inspects works sites before, during and after completion of work to ensure work is completed in a satisfactory and thorough manner.
- Prepares cost estimates as required.
- Receives, investigates and resolves public complaints; respond to requests for information.
- Ability to operate various office equipment i.e. copier/scanner, mobile devices, etc.
- Ability to use personal computer and software to include Word, Excel, Outlook, Adobe Acrobat, PowerPoint, etc.
- Maintains and updates asset and inspection management database in the Geographic Information System (GIS).
- Prepares and/or assists in the development of bid specifications for a variety of contractual services as needed.
- Monitors and directs projects including preparing bid documents, specifying construction materials and standards, contractor selection, preparing council agendas and resolutions, project planning and scheduling, and supervising repair projects from design through completion to ensure quality and compliance with program standards.
- Coordinates contracted and force account maintenance services.
- Prepares maintenance schedule for contracted maintenance activities.
- Develops, coordinates, and manages regulatory compliance as it pertains to contracted services.
- Plans, schedules, and oversees maintenance activities; performs progress inspections of maintenance activities to ensure quality and conformance with approved specifications and applicable codes and standards.
- Assists in developing and implementing policies, procedures, and performance standards
- Applies and obtain building permits and schedule inspections with the Town and other agencies as applicable and assists with permit activities with all required governmental entities as required.
- Prepares accident and incident reports.
- Prepares employee performance evaluations.
- Performs related duties as required.
- Responds to emergency calls during and/or after work hours.
