    The Position

    PROMOTIONAL EXAMINATION - SIX MONTHS PROBATIONARY PERIOD

    In addition to the responsibilities of the Assistant Code Compliance Inspector classification, this position performs a wide variety of analytical duties in support of applicable codes and regulations under the direction of the designated supervisor.

    Essential functions of the job include, but are not limited to, the following:
    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Receives and responds to citizen complaints and/or requests for service.

    Researches applicable codes and policies, analyzes, interprets, and communicates City policies, procedures, regulations and ordinances to the public.

    Helps mediate and resolve neighborhood disputes.

    Represents the Community Development Department in public forums, including but not limited to, Business and Homeowners’ Association meetings and events.

    Uses good interpersonal skills to obtain public cooperation and compliance.

    Exercises good judgment and tact.

    Conducts routine field inspections to determine violations of applicable City Codes, including but not limited to, public nuisance, building, housing, commercial, licensing, property maintenance and zoning codes.

    Inspects vacant and improved properties for litter and/or substandard conditions, with particular attention given to alleys, parkways and adjacent areas.

    Performs a variety of tasks related to vehicles-for-hire, including but not limited to, application intake, review, and inspections.

    Performs a variety of tasks related to the licensing and vaccination of animals.

    Performs various abatement activities, including but not limited to, graffiti removal, weed abatement, and trash and debris removal.

    Performs power washing, rough repair, miscellaneous maintenance work and clean-up activities using power equipment and/or hand and pneumatic tools.

    Sweeps and cleans streets, alleys, sidewalks, vacant lots, and individual properties.

    Works with and supervises Community Service workers/volunteers.

    Issues appropriate violation notices and citations. Compiles evidence of violations.

    Prepares reports and findings in response to investigations.

    Keeps current on regulations related to code compliance, licensing and abatement issues.

    Drives personal and City vehicles, including pick-up trucks, graffiti abatement vehicles or other vehicles in a safe manner.

    Performs more complex field investigations, code compliance and licensing duties.

    Analyzes neighborhoods for all contributing deterioration issues such as public and private property problems, graffiti, or other related issues.

    Coordinates environmental and graffiti abatement staff to facilitate neighborhood improvement efforts.

    Coordinates and problem solves with other City departments and agencies related to the enforcement of business taxes laws, zoning laws, licensing laws, and animal related regulations, including but not limited to, the collection of delinquent accounts, issuance of warning notices, violation notices, and administrative citations.

    Suggests and implements improvements and efficiencies related to the enforcement of licensing, business taxes, and code compliance regulations on a complex systemic level.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience
    Two years of experience involving public contact related to the explanation and enforcement of City codes, licensing, abatement ordinances, and other established environmental standards, including conducting of inspections and the resolution of community concerns.

    Education/Training
    High School Diploma or equivalent.

    License(s)/Certification(s)
    Valid Class C California driver's license.
    Housing Quality Standards Certifications (HQS) and/or equivalent certification within one year of employment.
    State of California P.O.S.T. 832 P.C. certificate (Powers of Arrest) is desirable.

    Knowledge, Skills & Abilities
    Knowledge of:
    Local, County, State and Federal codes, ordinances, laws and other applicable regulations related to property appearance and use, public safety, litter removal, licensing and abatement.

    Skill in:
    Assessing, prioritizing, and organizing multiple tasks, projects and demands to meet deadlines.
    Dealing effectively with persons of various social, cultural, economic and educational backgrounds, using tact and discretion.
    Effective communications, both on a one-on-one and in a group setting.
    Making independent judgments and decisions based on standard policy and procedure.
    Use of computer and/or tablet or mobile devices and applications such as spreadsheets, word processing, calendar, e-mail and various database software, including Microsoft Office.
    Use of hand and power tools and equipment.

    Knowledge of and Skill in:
    Compliance procedures and administrative techniques related to code compliance, licensing and preparation of cases for prosecution/hearings.
    General understanding of Municipal, County, State, and Federal codes relating to property maintenance and land use, health, safety and general welfare, landlord-tenant law, property management and strategies relating to landlord-tenant mediation.
    Problem solving and dispute resolution theories, strategies and practices.

    Ability to:
    Provide exceptional customer service to all employees and vendors.
    Collect and analyze field data through interviews, observations and inspections.
    Deal effectively with the public to obtain compliance with applicable codes and regulations.
    Develop necessary skills from on-the-job training and meets the standards of performance for the classification by the end of the probationary period.

    Lift and carry up to 50 pounds.
    Load and unload heavy supplies and/or equipment from a truck or other elevated surfaces.

    Meet and effectively communicate with concerned individuals, neighborhood groups, organizations, and other governmental agencies.
    Model and practice the highest standards of ethical conduct.
    Organize work, set priorities and meet critical deadlines.
    Perform physical labor as required.
    Prepare accurate, reliable and error-free reports and field notes.
    Present a courteous, professional public image.
    Provide direction to subordinate staff and volunteers assisting in various programs.
    Read, write, communicate effectively, and comprehend directions in English.
    Research business, tenant, and property owner information including past occupancies and/or past business activities.
    Testify in administrative and court ordered hearings.
    Work independently in the absence of direct supervision.

    Promotional Eligibility
    Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

    Selection Process

    EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.
    Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.
    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position.

Examinations will assess the candidate's education, experience, knowledge and skills related to the job.
