    Summary

    Operational Duties: The duties of this Lead Maintenance Technician position will mostly perform tree work throughout the City of Escondido. This position will oversee tree maintenance personnel that are responsible for a wide range of tasks related to tree care, including planting, pruning, trimming, felling, conduct tree inspections and determine proper corrective action, and general maintenance, often requiring specialized climbing and rigging techniques, safe equipment operation, and adherence to safety protocols.

    Under direction, performs a variety of complex, specialized duties in the construction, repair, maintenance, and plumbing of City parks, streets, and buildings including constructing, repairing, and/or replacing fences, gates, and related structures; installing maintaining, repairing and servicing all types of fixtures and equipment; operates a variety of heavy and/or light construction and maintenance equipment; maintains and repairs irrigation systems; and prepares and maintains a variety of reports related to area of assignment.

    This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the departments and staffing levels.

    DISTINGUISHING CHARACTERISTICS

    This is an advanced journey level class in the Maintenance Technician series. The Lead Maintenance Technician level is distinguished from the Senior Maintenance Technician classification in that the Lead Maintenance Technician level performs more specialized duties overseeing specific areas of responsibility, provides lead supervision to lower level maintenance personnel, and provides administrative support to the assigned tasks.

    Key Responsibilities

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    General Functions:

    Performs a variety of specialized duties in the construction, repair, and maintenance of City parks, streets, and buildings; utilizes proper safety precautions related to all work performed.

    Performs special projects as required.

    Prepares and maintains a variety of written records and reports; reads and interprets plans, specifications, blueprints, and schematics.

    Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.

    Performs related duties as required.

    Streets and Parks Functions:

    Operates a variety light-, medium-, and/or heavy-duty construction and maintenance equipment and hand and power tools including backhoe, roller, grader, loaders, dump trucks, compressors, chain, skill, table saws, drills, and jackhammers; performs difficult and skilled work using heavy equipment; maintains tools and assigned equipment; performs preventive maintenance on equipment.

    Performs maintenance and repair activities for park facilities; performs building repairs including plumbing, electrical, and painting repairs; repairs or replaces drinking fountains, toilets, sinks, faucets, and related public rest room equipment.

    Repairs park equipment, benches, tables, and monuments; maintains, inspects, and repairs playground equipment and play areas.

    Maintains irrigation systems to ensure proper operating efficiency; installs, repairs, and maintains irrigation systems; adjusts, repairs, and replaces timing mechanisms.

    Constructs and replaces fences, gates, and related structures.

    Welds and fabricates metal items as necessary.

    Performs a variety of duties related to the maintenance and repair of public swimming pools; repairs and maintains pool pumps and filtering equipment.

    Plans, coordinates, and supervises the removal of graffiti; confers and coordinates work with outside agencies as necessary.

    Conducts traffic control when working in traffic areas of the City; installs street barricades and cones prior to the performance of maintenance or repair activities; directs and controls traffic around work sites.

    QUALIFICATIONS
    Knowledge of:

    Operations, services and activities of assigned maintenance and repair program.

    Methods, techniques, tools, equipment and materials utilized in assigned area.

    General construction and maintenance procedures.

    Principles of lead supervision and training.

    Safety principles and practices related to Maintenance and Operations projects and materials.

    Proper procedures used in the maintenance and repair of power equipment, hand tools, and motorized equipment used in construction and maintenance.

    Materials, methods, terminology, and tools used in the maintenance and repair of streets, storm drains, sidewalks, curbs, and related systems.

    Materials, methods, terminology, and tools used in building maintenance and repair.

    Landscape maintenance and construction materials, methods, terminology, and tools including principles used in the application of chemicals.

    Principles and techniques of water and wastewater supply and drainage plumbing using galvanized, copper, and PVC pipe.

    Principles, techniques, tools and materials used in the plumbing trade; operation and maintenance of a wide variety of hand, power and shop tools, test equipment and other equipment common to the field of plumbing.

    Safe use of hazardous chemicals.

    Principles and practices of record keeping.

    Principles and practices of customer service.

    Effective leadership methods.

    Building crafts and facility maintenance (for building maintenance assignment).

    Basic carpentry, electrical and plumbing methods, tools, equipment and materials (for building maintenance assignment).

    Basic office procedures, methods, and equipment including computers and supporting software applications.

    Occupational hazards and standard safety practices.

    Practices and procedures of traffic control.

    Methods and techniques of public relations.

    Pertinent federal, state, and local laws, codes, and regulations.

    Ability to:

    Obtain and maintain required certifications

    Perform a variety of specialized maintenance, construction, and repair work in the area of work assigned.

    Operate a variety of light, medium, and/or heavy vehicles and equipment in a safe and effective manner.

    Use and operate hand tools and power tools and equipment required for the work in a safe and efficient manner.

    Operate and maintain specialized tools used in plumbing and related building trades.

    Measure and calculate angles, lengths and volumes; design, lay out and prepare sketches and plans for construction jobs.

    Estimate necessary materials and equipment to complete assignments

    Perform basic mathematical computations.

    Read and interpret basic map, blueprints, manuals, specifications, drawings, and plans

    Perform a variety of tasks for extended periods of time and in unfavorable weather conditions.

    Perform heavy manual labor.

    Work safely and adhere to principles of safety when working near traffic or in other environments.

    Ensure adherence to safe work practices and procedures.

    Work independently in the absence of supervision.

    Demonstrate an awareness and appreciation of the cultural diversity of the community.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Minimum Requirements

    Education/Training:

    Equivalent to the completion of the twelfth grade. Supplemental specialized training in area of concentration is highly desirable.

    Experience:

    Three years (full-time equivalent) of increasingly responsible maintenance and repair experience in assigned program area. Experience operating a variety of heavy and/or light construction and maintenance equipment is highly desirable.

    License or Certificate:

    Possession of a valid Class "C" California driver's license. Designated positions may require a Class "A" or Class "B" unrestricted commercial driver's license within six months of employment with the City. A Commercial driver's license with a tank endorsement may be required of some positions.

    Designated positions may require a Qualified Applicator Certificate, Arborists Certificate, or Public Works Certificate within the probationary period for this position.

    SELECTION PROCEDURE

    Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.

    All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.

    The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
