    This position will be located at the Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri 65101.

    • Work closely and communicate effectively with weatherization agencies, internal team members, and our federal partners to ensure projects proceed successfully to completion. Monitor progress of assigned projects, identify and resolve issues, and ensure projects progress timely.
    • Research and interpret grant guidelines, prioritize and organize grants to meet multiple deadlines, and prepare reports pertaining to grants.
    • Assist with the weatherization program’s state plan and grant application and awarding processes. Provide consultative advice on prioritizing topics, assessing impacts, and maintaining compliance with state and federal guidelines. Develop strategies to mitigate risk.
    • Monitor budgets to ensure appropriate funding availability and compliance with funding requirements. Ensure that weatherization agency reimbursement requests are paid timely.
    • Develop and implement a monitoring process and schedule for the weatherization agencies that meets federal requirements.
    • Develop and maintain standard operating procedures for the weatherization program. Recommend and develop policies, guidelines, and training to improve and streamline processes and maintain consistency throughout the program. Take the lead on the required annual training for the weatherization agencies.


    To be successful in this position, a candidate will need the following skills:

    • Grants Management Laws, Regulations, and Guidelines : Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
    • Financial Management : Understands the organization’s financial processes. Prepares and justifies the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies, and to set priorities.
    • Internal Controls : Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies).
    • Project Management : Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.


    Equivalent to those typically gained by:

    • Bachelor’s degree in public administration, business, planning, project management, environmental sciences or closely related fields.
    • Three to five years of experience in program administration, federal regulatory oversight, or an energy-related field including but not limited to weatherization.
