    DESCRIPTION

    THE CITY OF PLACENTIA IS NOW RECRUITING FOR THE POSITION OF
    PART-TIME COMMUNITY SERVICES SPECIALIST



    The filing deadline is February 15, 2026, or when 30 applications are received, whichever comes first.

    This is a part-time position. May work an average of 20-30 hours per week.

    An eligibility list will be created from this recruitment to fill current and future vacancies Citywide.

    Under the direction of the Community Services Coordinator, Community Services Program Coordinator, or Community Services Sr. Specialist, the Community Services Specialist plans and organizes special events, develops, promotes, oversees, and evaluates recreation programs, plans and schedules the work of part-time and seasonal staff, and manages the operations of designated recreation facilities and community centers. They also provide direction and oversight to Community Services Leaders, Senior Leaders, and Volunteers managing recreation programs.

    DISTINGUISHING CHARACTERISTICS (For use in a job series only)
    Positions in this class are distinguished from the Senior Community Services Leader and Community Services Leader by their greater administrative, budgeting, and supervisory control and decision-making authority with respect to recreation and community services programs and events. Duties include overseeing programs and activities at all of the city's centers, as well as collaborating with the Director of Community Services and the Community Services Supervisor to design and evaluate programming in accordance with city requirements and priorities.

    EXAMPLES OF DUTIES

    The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.
    • Plan, organize, and coordinate recreation and leisure programs for all age groups, which may include after-school programs, sports, special interest classes, excursions, and special events; develop new program ideas, goals, and objectives, and related programs.
    • Assists with the day-to-day operations of the community centers and recreation facilities; maintains a variety of files, records, and database information related to programs, participants, and activities.
    • Plans and orders supplies and equipment; contacts instructors and other service providers; coordinates facility usage.

    • Observes safety and city rules and regulations; ensures community centers and recreation facilities are well as safety incidents; and monitors conditions for safety compliance.
    • Act as a City representative, in person and over the phone, to patrons and the general public concerning questions, problems, concerns, and activities in the provision of recreation program operations, activities, and services.
    • Assist in the recruitment and selection of staff and volunteers; provide training, orientation, and guidance to assigned staff; provide input to performance evaluations
    • Assist and participate in recreation services special events, including setting up and taking down equipment and materials and facilitating activities.
    • Develop and prepare brochures, flyers, newsletters, and other materials regarding programming, services, and events.
    • Assist in and recommend purchasing equipment and supplies for assigned programs and maintain equipment and inventory records.
    • Participates in making program and personnel recommendations.
    • Compiles data for daily, monthly, and annual center and activity reports that include program attendance, revenues, maintenance and repairs, incidents, accidents, and participation rates in various programs.
    • Acts on behalf of the Senior Community Services Specialist, or Community Services Program Coordinator when assigned.
    OTHER DUTIES:
    • Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit and the City.


    TYPICAL QUALIFICATIONS

    Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying.
    • A high school diploma or GED or equivalent, supplemented by one year of college-level course work in recreation, business administration, public administration, or a related field and two years of experience coordinating recreation programs and activities.

    LICENSE(S) REQUIRED:
    • Valid, current driver’s license
      • This position does not typically require driving; however, the ability to use reliable transportation for occasional off-site duties may be necessary.

    CERTIFICATIONS AND TESTING REQUIRED:
    • American Red Cross or an equivalent certification in first aid, CPR, or AED
    • Possession of a current (less than two years) tuberculosis (TB) certification clearance slip on the day of appointment.
    • Fingerprinting at the time of hire is a state-mandated obligation for any personnel with direct contact with minors.

    In accordance with California Government Code Section 3100, City of Placentia employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

    Retirement - California Public Agency Retirement Services (PARS) PST Deferred Compensation Plan. Contribution to this account is 7.5% per pay period, the City pays 3.75% and the employee pays 3.75% deducted from salary. Additionally, employee pays 1.45% towards Medicare per paycheck.

    Part-Time Alternative Health and Wellness (AHW) Leave -Sick leave equivalent accrues at 1 hour per 30 hours worked, max 40 hours per year, max accrual bank of 80 hours.
