    Position Description

    The City of Tacoma, Environmental Services Department, is recruiting for (2) Assistant Director positions to provide strategic leadership and operational oversight in the support of the Director of Environmental Services, assisting with daily operation and supervision of the department. These positions will serve as a key member of our leadership team and will play a critical role in advancing the financial, operational, legislative, and strategic objectives of the department which includes Solid Waste, Wastewater, and Stormwater utilities, and Urban Forestry.

    Our leadership structure of (2) Assistant Directors will be two distinct but complementary roles:

    Assistant Director - External and Interdepartmental Services
    Focused on external-facing services, partnerships, and coordination across departments and with the community.
    Assistant Director - Internal, Technical Services and Operations
    Focused on internal operations, technical services, and the systems and infrastructure that support our day-to-day work.

    Professionals in this role will be able to support the City's strategic goals of a safe, clean and attractive City by:
    • Planning, developing and maintaining environmental services' infrastructure and services;
    • Providing leadership in environmental stewardship by meeting regulatory requirements and making use of best technologies for solid waste, surface water and wastewater operations, and
    • Strategically managing the allocation of resources to achieve customer and community expectations
    Primary responsibilities include:
    • Manage strategic interactions and act as a liaison of all Environmental Services utilities and divisions with various city departments
    • Serve on advisory boards and committees where appropriate to include Joint Labor
    • Direct and assist in the strategic management of department HR functions for over 500 employees including hiring and termination recommendations, personnel issues, discipline, and EEO
    • Manage and direct assigned divisions within the Environmental Services Department and/or functional work groups to ensure alignment to departmental strategic plans, as well as city-side strategic goals
    • Manage various cross departmental projects and evaluate the impact of projects and programs. Sponsor change management initiatives such as safety, IT and others.
    • Support the ES Legislative process to include review of resolution and ordinance requests. Prioritize the department's schedule for needed City Council actions which may include Neighborhood Councils, Business Districts and External Partners in the City.
    • Coordinate the development and implementation of the department budget. Monitor budget and rate proposals.
    • Represent the utilities / department both internally and to outside agencies (local, regional and national) and organizations, such as regional planning boards and professional associations.
    • Implements the Environmental Services Department vision and objectives as outlined in the city and department strategic plans.

    Qualifications

    An equivalent combination to:

    Graduation from a four-year college or university with major course work in engineering, public or business administration

    Six years of administrative and supervisory experience in governmental environmental services or utility administration.

    Desirable Qualification:
    A valid Washington Professional Engineering License.

    LICENCES AND OTHER REQUIREMENTS
    Valid Washington State driver's license at time of appointment with maintenance thereafter, or evidence of equivalent mobility.

    Compensation & Benefits

    Pay Details:

    Hourly Rate: $84.27 - $118.64

    Annual Salary: $175,281.60 - $246,771.20

    Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
