Overview
Assist the Director of Parks and Recreation Department in the leadership and administration of recreational, cultural and social programs, events, department facilities, park and beach development and maintenance operations, develop and monitor implementation of Parks & Recreation Master Plan, Mobility CC, grant programs and other strategic and development plans. Responsible for operating budgets, community enrichment funds, grant/bond funds; overseeing major projects and initiatives for the department. Develop policies and procedures for proper management of programs, facilities, events, services, and Parks and Recreation Department.
Responsibilities
• General administration and leadership of program and service delivery, maintenance and operation of parks, beaches and facilities for the department
• Develops policies and procedures, establishes annual goals and makes recommendations to the Director
• Ensures recreation, cultural and social programs are executed in accordance with Program Master Plan and other youth development program plans
• Fosters innovation and improvement with allocated funding
• Develops and monitors parks and recreation master plan; leads staff in the creation, development of program and maintenance goals and objectives with department strategic plan; provides input and direction in the development of comprehensive master and site-specific plans
• Directs implementation of department assets, facility and resource management programs
• Oversee annual budget submission and conduct regular review of department expenses and revenues.
• Identifies alternate resources for enhancing department development, programs and services
• Develops and monitors grant and operating budgets, capital improvement budgets, including Hotel Occupancy Tax funds, Community Enrichment bond funds, grants from Texas Parks and Wildlife Department, General Land Office, local and other granting agencies
• Oversee and directs council agenda items, contract issues and renewals, review and approves substantial purchases
• Develop and manage Department capital improvement program and development, including bond and grant projects: plat reviews and administration of Community Enrichment funds
• Ensures Park projects are implemented in accordance with Parks and Recreation Master Plan
• Develop and manage department marketing plan
• Ensures positive and consistent messages regarding department programs, parks and initiatives are conveyed via various outlets
• Maintains communication with City-wide Public Information Office
• Attends and leads public meetings; board and commission meetings including Parks and Recreation Advisory Committee, Water Shore and Beach Advisory Committee, Planning Commission, Tree Advisory Committee, Commission on Children and Youth, and other related boards/commissions and groups
• Makes presentations regarding park maintenance and development items and issues, presentations on programs, services, facilities and events
• Maintains professional and technical knowledge and skills by involvement with professional organizations and maintaining certifications/licenses
• Other related duties as assigned
Position Type and Typical Hours of Work
• Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications
• Bachelor's Degree (BA/BS)
• Seven (7) years of experience
Licenses and Certifications
Required
• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
Preferred
• Certified Parks and Recreation Professional

The City offers an excellent relocation assistance package that includes up to $10,000 for the following housing and moving expenses:
Temporary housing assistance
• Two (2) visits to the City which may include two (2) round trip flights or mileage (including hotel, car rental, etc) for the purpose of obtaining temporary or permanent living arrangements.

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
