    Position Description

    The City of Tacoma’s Department of Public Utilities (TPU), Utility Technology Services Division is accepting applications for a Senior Manager, Technology. The Senior Manager leads the management and oversight of the Business Integrations and Digital Solutions teams, which provides services across TPU’s utility’s applications and systems portfolio. This position ensures the ongoing reliability, daily operations and system enhancements for several systems, including critical Tacoma Power and Customer Experience platforms. The teams under this Senior Manager’s leadership, also provides applications and systems integrations and comprehensive technology support across the organization, including the design and maintenance of software applications that align with and advance operational technology needs. Additionally, as part of managing ongoing product features and enhancements, this role has the responsibility of managing external contractors and third-party providers - work product, quality and related contracts. As a member of the UTS Leadership and Management team, this role participates in strategic development and tactical implementation of business unit goals and department initiatives. As a cost center manager, this role is directly responsible for budget development and ongoing fiscal management of department cost centers.

    Work involves directing, planning and coordinating assignments/projects, monitoring work quality, counseling employees, resolving issues and grievances, conducting performance evaluations and providing recommendations for hiring, terminations, discipline, salary actions, etc. may oversee individual contributors. This position reports directly to the Division Manager, Technology overseeing the Solutions Delivery and Application Support teams. This role currently has nine full-time direct reports (including one Manager, Technology, Senior Business Systems Analysts, Sr. IT Analysts, Technical and Non-Technical) and 15+ contractors supporting 32 applications.

    Essential Duties:
    Operational Support, Planning, Implementation and Support - Oversees, directs and manages projects, operations and related activities; directly accountable and responsible for managing teams’ operational incidents and responses; supervises and participates in the delivery and development of complex digital solutions, including planning, specifications, design, build/configure, testing, implementation and operational support.Compliance and Regulatory Requirements - Responsible for supporting and enhancing systems that support both the Critical Infrastructure Protection (CIP) and Payment Card Industry (PCI) programs and compliance requirements; Oversees the development of performance metrics and current and/or potential policies, practices and regulations to determine effectiveness; ensures compliance of policies, practices and regulations.Team and People Management - Evaluate and monitor performance of assigned staff; interview and select personnel; implement progressive discipline, as appropriate; prepare and maintain various personnel and work-related records and reports; establish goals for work teams, monitor performance and develop action plans as needed; mentor and coach staff; continue to expand supervision and management skills. Administrative - Serves on governance bodies including but not limited to, the UTS Change Advisory Board, City of Tacoma’s Information Technology Department’s (ITD) and TPU’s various governance meetings; attends and participates in various organizational manager and supervisor meetings, as required. Cost Center and Budget, Development and Management - Develops, maintains, and monitors multiple cost centers; budget development, forecast and actual management across all cost center line items and requirements; control, manage and authorize all cost center expenditures within established guidelines; manages competitive bid processes, RFPs, RFQs; manages consultants and vendors.Consulting and Analysis - Engages across the utility and city and provides technical, management and managerial consulting across several systems, applications, platforms and disciplines, including capital project consulting, customer solutions, technology roadmaps, team initiatives, operational support, and IT Service Management. System and Platform; Program Planning and Management - Plan, design, and implement new programs, application release plans/roadmaps, supporting initiatives with milestone and detailed implementation schedules, reviewing/controlling and monitoring of initiatives; oversee special assignments. Business and IT Department Relationship Management - Provides effective and timely communication to customers, stakeholders, and business partners; meets with customers regularly to stay up to date with changing business needs and priorities. Continuous Improvement and Team Initiatives - Conducts and performs SWOT analysis across teams to identify, develop and implement initiatives that drive service improvements and positive team and customer outcomes; participates and engages in organizational Business Unit Goals. Strategic Roadmap Alignment and Leadership - Work with teams to align and prioritize product portfolio strategy, investment priorities, and capability development with TPU’s multi-year Business Technology Roadmap, and enterprise-wide strategic goals.

    Qualifications

    Qualifications
    Minimum Education*
    Bachelor's degree in information technology or directly related field

    Minimum Experience*
    6 years of progressively responsible information technology and project management experience in the area of assignment including 1 year as a technology supervisor, manager or subject-matter expert.

    *Equivalency: 1 year of experience = 1 year of education

    Licensing, Certifications and Other Requirements
    As Assigned:
    North American Electric Reliability Corporation Critical Infrastructure Protection certification (NECC-CIP)
    Some assignments may require a Washington State Driver's License

    Deferred Compensation: Income can be set aside on a pretax basis and invested for supplementation of normal retirement income.

    Retirement: All employees of the City, except members of the Police and Fire services, Tacoma Rail and certain project employees, are included in the Tacoma Employees' Retirement System.     Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
