    ELECTIONS SPECIALIST

    DEFINITION

    Under close supervision, learns and performs a variety of administrative and general support duties for Lake County elections and voter registration functions in accordance with applicable laws, regulations and policies; learns to explain voter registration and election procedures to the public, officeholders, candidates, committees and local entities; enters and maintains data into an electronic system; learns to prepare, send and process correspondence, affidavits of registrations, candidate filing documents, petitions, and ballots; and performs related duties as assigned.

    DISTINGUISHING CHARACTERISTICS

    This is the entry and first working level in the Elections Specialist series. Incumbents learn to perform specialized elections work, learn elections procedures and requirements, and learn to support the administration of elections held in Lake County. Incumbents are expected to develop considerable knowledge of elections procedures and requirements and the ability to apply election policies, laws, and regulations in the performance of work assignments.

    This classification is distinguished from Elections Specialist, Senior in that the Elections Specialist performs a narrower scope of work with more supervision.

    Positions in the Elections Specialist series are flexibly staffed. Incumbents may advance to the higher classifications after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

    SUPERVISION RECEIVED AND EXERCISED

    Receives direct supervision from the Deputy Registrar of Voters or the Registrar of Voters. May provide some training and direction to temporary elections staff.

    EXAMPLES OF DUTIES

    • Learns and performs a variety of administrative, staff, and office duties in support of elections functions.
    • Learns to assist customers and members of the general public at the front counter, over the phone, and by email and to explain voter registration and election procedures to the public, officeholders, candidates, committees, and local entities.
    • Learns and implements applicable laws, regulations, and policies, including the National Voter Registration Motor Voter Act and the State of California’s Cal Voter I and Cal Voter II requirements.
    • Learns to distribute, process, and maintain affidavits of registrations.
    • Learns to enter and maintain all voter registration data into an electronic system, including creating associated reports, proofing all data, and generating voter indexes.
    • Learns to prepare, send, and receive voter notifications and correspondence.
    • Learns to prepare, distribute, receive, and verify candidate filing documents.
    • Learns to issue, process, and verify absentee and provisional ballots.
    • Learns to maintain and update street index files and precinct maps.

    • Assists with preparing and assembling supplies for precincts and receiving returned precinct supplies.

    MINIMUM QUALIFICATIONS

    This is the experienced, journey level class in the Elections Specialist series. Incumbents lead, coordinate, and perform a wide variety of support duties to assist with the administration of elections held in Lake County. Incumbents must have considerable knowledge of elections procedures and requirements and the ability to apply election policies, laws, and regulations in the performance of work assignments.

    This class is distinguished from Election Specialist because an Election Specialist, Senior may serve as a lead worker and performs a broader range of duties requiring greater knowledge and independence. Incumbents will be required to work irregular and extended hours of evenings, weekends, and holidays during election sessions.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general supervision from the Deputy Registrar of Voters or the Registrar of Voters. May provide lead direction, work coordination, and training to other staff, as assigned.

    • Assists with the preparation, inventory, and maintenance of a wide variety of voting equipment and elections data.
    • Assists with canvassing election results.
    • Operates a wide variety of office equipment, including computers; operates and maintains specialized election information systems; confers with software and hardware vendors regarding problems and maintenance.
    • Regularly travels to meetings, storage locations, and various election poll sites.
    • Performs related duties as assigned.

    RETIREMENT - County employees are members of the California Public Employee Retirement system (CalPERS).CalPERS provides a defined benefit pension at retirement for County employees.The pension formulas and employee contribution amounts may vary by bargaining unit, date of hire, prior qualifying service, and classification.     HEALTH AND INSURANCE BENEFITS - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $1,500 of the monthly premiums for the insurance plan options.

    VACATION ACCRUAL may be adjusted for current city or county government employees.

    VACATION - 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years. Pro-rated for part-time employees.

    SICK LEAVE - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees.

    HOLIDAYS- An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees.

    SALARY - Lake County has an adopted salary schedule. The salary range for most classifications is in five increments with a provision for longevity increases. Appointments are normally made at the first step of the salary range.

    SOCIAL SECURITY - County employees participate in Social Security.

    CALIFORNIA STATE DISABILITY INSURANCE - SDI is available to some County employees.

    DEFERRED COMPENSATION PLANS and CREDIT UNION MEMBERSHIPS are available to County employees.

    LOCATION AND SIZE

    Lake County is in Northern California, north of the San Francisco Bay Area.
    It is slightly inland from the Pacific Ocean. It is bordered by Napa, Sonoma, Mendocino, Glenn, Colusa, and Yolo counties.
    Lake County California covers an area of 1,327 square miles.

    HISTORY

    Clear Lake is said to have been formed more than 2 million years ago. Mt. Konocti formed gradually through a number of volcanic episodes. Pomo Indians settled the area over 10,000 years before Spanish soldiers arrived in 1821. By the mid 1800s, the area was being settled by pioneers and Europeans. After being part of Mendocino, Colusa, and Napa counties, Lake County was formed on May 20, 1861. The county’s name derives from the many lakes in the area, most prominently Clear Lake.     Kelseyville Pear Festival
    Held every year on the last Saturday in September in the quaint town of Kelseyville, the event features pear activities and pear packing competitions, cooking demonstrations and pear tastings, quilt show, arts and crafts, fine art show and sale, children’s activities, mule-drawn wagon rides, food, antique tractor exhibit, live music, a parade, and the “Pear Pavilion.” Lake County is the largest supplier of premium fresh pears in California. Since the first commercial Bartlett orchard was planted in the late 1880s, buyers have chosen Lake County Mountain pears.
