POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThe Construction Inspector - ODP (Official Development Plan) Compliance Inspector position participates in the City's development review process through the inspection of private improvements including, landscaping, architecture, site work, site amenities and other improvements installed by private developers. This position focuses upon private site improvement construction and is responsible for administering surety collected for these improvements. This position will interact with other staff primarily within the Community Services Department and across all departments to ensure contractor/developer compliance with City regulations, City Code and Official Development Plans. This position works diplomatically with property owners to develop and maintain their private properties.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities, and Tasks - Review, comment and inspect the installation of private improvements during the construction of new development within the City for compliance with approved plans, including the Official Development Plan, and other City regulations pertaining to the design of site planning, landscaping improvements and (Planning) architecture
- Review cost estimates and secure sureties for private improvements and administer sureties to ensure successful performance by developers
- Participate in the review of land development proposals to help limit future problems during construction
- Demonstrate knowledge of City ordinances regarding development and construction
- Demonstrate knowledge of the methods, materials and techniques applicable to the construction of landscaping, retaining walls, parking lots, including concrete placement, asphalt paving and concrete flatwork and other site improvements
- Deal firmly, effectively and tactfully with contractors, developers and the public during the course of construction activities, often under contentious circumstances
- Work diplomatically with property owners to maintain their properties
- Communicate with a variety of stakeholders clearly and effectively both verbally and in writing
- Demonstrate a high level of independent judgment while making decisions regarding required construction modifications in the field, and effectively convey those decisions
- Schedule workload and maintain a well-organized system for administering surety bonds and other pertinent documents
- Coordinate activities with other City Departments and/or Divisions
- Safely operate a City vehicle when driving to jobsites

Other Duties and Responsibilities - Provide information on municipal ordinances, regulations, specifications and official documents, including Official Development Plans, to customers
- Help to develop or update standards for construction, site planning, landscaping and related efforts
- Prepare and maintain necessary records and reports for administering sureties during construction for all projects
- Initiate and chair pre-construction meetings with contractors

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and CertificationsRequired :- Graduation from high school or possession of a GED
- A minimum of three (3) years of experience in the design, review or inspection of the construction of, site development, landscaping, code enforcement or a related field
- Possession of a valid driver's license with a good safety record
Preferred :- Higher education courses in construction management, planning, landscape architecture, code enforcement or a related field
- QWEL Certified
- Experience in irrigation and landscape installation
- Plant knowledge
- Sustainable Landscape Management (SLM) Certification
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements This position is physical in nature, and requires sufficient physical strength and stamina for:
- Constant standing and walking on uneven terrain in various conditions to perform inspections, constant squatting, bending and kneeling to perform inspections at various sites
- Frequent sitting to write reports and drive to and from inspection sites; frequent twisting to inspect site structure and electrical wiring
- Occasional crawling to inspect multi-level structures; occasional climbing and balancing on ladders, stairs, framing and step ladders at unprotected heights to look for structural hazards; occasional reaching overhead and below shoulder to manipulate tools and equipment
- Frequent light grasp, hand manipulation and handling needed to use equipment; occasional firm grasp is needed to manipulate tools
- Frequent stepping up/down to get in and out of vehicles, trenches and foundations; frequent actuate mechanism needed to safely operate vehicles
- Frequent use of far acuity to detect hazards; constant use of near acuity to write reports and perform office tasks
- Occasional lifting and carrying of up to 25 pounds
WORKING CONDITIONS This position requires extensive fieldwork and site visits driving a City vehicle, is subject to all extremes of weather conditions, high noise levels from construction equipment, fumes and odors from soil amendments and chemical exposure from fertilizers, and includes field inspection work in developed facilities, construction sites, undeveloped terrain and open space areas. Sufficient mobility and physical stamina to walk over disturbed terrain. Walking approximately 40 percent of the workday and includes bending and kneeling with minimal lifting of up to 25 pounds occasionally. Ability to hear heavy equipment. Ability to differentiate colors.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
