POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThe Procurement Analyst position is responsible for performing public procurement functions and supporting procurement activities across the organization. This position is responsible for the procurement of construction, supplies and professional services that are to be conducted in accordance with applicable laws, ordinances, rules and regulations.
The Senior Procurement Analyst position is responsible for performing professional procurement functions and supporting the procurement activities of project managers across the organization. This position performs highly complex purchasing duties with considerable independence and initiative with minimal supervision.
The salary range for this position is:
Procurement Analyst: $92,560 to $115,689 annually
Senior Procurement Analyst: $99,495 to $124,379

Job Specific - Every employee in this position must be able to:- Demonstrate working knowledge of public procurement principles and methods, including competitive and negotiated procurements; cooperative procurement; contract administration; and procurement ethics, including compliance with applicable federal, state, and local requirements (including federal grant requirements when applicable)
- Learn, interpret, and apply the City of Westminster’s purchasing policies and procedures within the probationary/training period, and consistently comply with applicable statutes, ordinances, regulations, standards, and laws
- Draft and recommend procurement policies, procedures, templates, and standard work (SOPs/checklists) to improve consistency, cycle time, and compliance
- Build clear scopes/specifications and support objective evaluation methods; facilitate fair, well-documented evaluations and award recommendations that withstand audit/protest scrutiny

JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities, and Tasks - Facilitate procurements end-to-end in a timely manner, including intake clarification, solicitation planning, issuing competitive solicitations (IFB, RFP, RFI, RFQ), evaluation support, negotiation (as applicable), award documentation, and contract/PO execution
- Research suppliers, market conditions, and pricing to support competitive outcomes and best value; verify quotations and obtain product/service information
- Draft, review, and improve specifications/scopes/SOWs; consult with internal customers to refine requirements, determine procurement method, and support a competitive vendor field
- Develop and implement clear evaluation criteria and scoring approaches; coordinate evaluation activities; document evaluation results and award recommendations
- Ensure compliance with City policies, applicable laws, and funding requirements; confirm appropriate insurance/bonding and other risk provisions
- Negotiate offers and contract terms within delegated authority and under Procurement leadership as applicable, support resolution of bid protests and vendor performance concerns
- Support contract administration controls: prepare contract documents/amendments; maintain accurate contract records; track renewals/expirations; support invoice/compliance review and documentation discipline
- Maintain procurement files and records consistent with records retention expectations and public records requirements; support audit requests and implement audit recommendations as assigned
- Provide procurement training, guidance, and coaching to departments, vendors, and stakeholders regarding procurement processes, roles, and expectations; contribute to user-friendly guidance documents and templates
- Support process improvement initiatives, including standardization, automation opportunities, and performance measurement (KPIs), to improve cycle time, quality, and consistency
- Maintain regular and punctual attendance
Other Duties and Responsibilities - Support vendor education and outreach activities (as assigned) and serve as a point of contact for vendor process questions, in coordination with Procurement leadership
- Assist with annual fleet replacement procurements and other high-volume/recurring procurements as assigned
- Support procurements during emergency situations consistent with City requirements and documentation expectations
- Represent the City with vendors and public purchasing organizations; maintain awareness of best practices and regulatory changes
- Manage special projects related to procurement modernization (templates, SOPs, dashboards/KPIs, training materials, and system/process improvements) as assigned.
- May serve in an acting capacity during supervisor absences, consistent with role and delegated authority
- Support City surplus disposition processes (including auction coordination when utilized).

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Procurement Analyst Required: - High school diploma or GED; supplemented by college level coursework with emphasis in Business Administration, Public Administration, Purchasing, Marketing or closely related field; Associate’s degree preferred
- Valid driver’s license and safe driving record
- Demonstrated proficiency with Microsoft Office, including strong Excel skills, and the ability to learn and use enterprise procurement technology (e-procurement/e-sourcing platforms, ERP/financial systems, and contract management systems)
Preferred: - Bachelor’s degree in Business, Accounting, Finance, Public Administration or related field from an accredited college or university
- Minimum three (3) years of procurement/purchasing experience, including responsibility for competitive solicitations and contract/PO processing; public sector experience preferred
Senior Procurement Analyst Required: - Bachelor’s degree in Business, Accounting, Finance, Public Administration or related field from an accredited college or university
- Four (4) years of increasingly responsible procurement experience, including independently leading complex solicitations and advising stakeholders on method, risk, and compliance
- Valid driver’s license and safe driving record
Preferred: - Four (4) years of increasingly responsible government purchasing experience, including two (2) years of senior level purchasing experience
- Certified Procurement Professional (CPP), Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or equivalent professional procurement certification
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
- Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to 25 pounds with dollies and carts
WORKING CONDITIONSThis position offers the options of both hybrid and flexible work schedules. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies. Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
Employer Contribution: 12% of your base pay.
