    Job Description

    The Position

    Bargaining Unit: Local 21 - Non-Supervisory Management

    The Contra Costa County Public Works Department is offering an excellent employment opportunity to fill a vacant Environmental Analyst I position in the Environmental Services Division, located in Martinez, CA. Under supervision, performs the least complex duties related to conducting environmental impact review and analysis of all road, airport, flood control, and Capital Projects Management (CPM) projects administered by the Public Works Department to ensure they comply with all applicable environmental laws and regulations; and performs other related duties as required.

    The role of the Environmental Services Division is to ensure infrastructure projects comply with applicable environmental laws and regulations. Staff is responsible for reviewing projects and coordinating with Public Works client divisions to determine potential project impacts on the environment and avoidance and minimization measures to reduce environmental impacts, consulting with technical specialists to assess impacts, writing public disclosure documents in compliance with the California Environmental Quality Act, and National Environmental Policy Act for those projects with a federal nexus; and obtaining permits from regulatory agencies when needed.

    What you will typically be responsible for:
    • Reviewing proposed projects and coordinating with the Public Works client division staff to determine potential environmental impacts, avoidance and minimization measures, and ensuring that projects are on-time, within budget, and achieve their objectives
    • Collecting, interpreting, and analyzing data pertaining to the potential environmental impact of proposed Public Works projects
    • Reviewing, interpreting, and understanding environmental regulations to ensure project compliance
    • Preparing and processing environmental documentation identifying project impacts and measures to avoid or minimize impacts to the environment
    • Interacting with various Federal, State, regional, and local environmental agencies to secure required permits
    • Monitoring construction projects to ensure compliance with CEQA, NEPA, and agency-issued permits
    • Planning, scheduling, assigning, and reviewing the work of consultants relative to the evaluation and assessment of potential environmental impacts on proposed Public Works maintenance and capital improvement projects

    The eligible list established from this recruitment may be used to fill future openings for up to six (6) months.

    Minimum Qualifications

    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    License Required: Possession of a valid California motor vehicle operator's license. Out of state valid motor vehicle operator's license will be accepted during the application process.

    Education: Possession of a Bachelor's degree from an accredited college or university with a major in ecology, geography, environmental resource planning, natural resources management, or other closely related natural sciences field which must have included successful completion of 12 semester or 18 quarter units of college coursework in the biological, ecological, or natural resources science fields. No substitution is allowed for the required college coursework.

    Substitution for Education : Two (2) years of full-time or its equivalent experience in the classification of Environmental Assistant for Contra Costa County may be substituted for the Bachelor's degree.

    OR

    Four (4) years of full-time or its equivalent experience in public infrastructure environmental analysis and/or activity which included securing regulatory permits and/or preparing California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA) documents may be substituted for the Bachelor's degree.

    Substitution for Academic Major: One (1) year of full-time or its equivalent experience of the type noted above in the "substitution for education" section may be substituted for the academic major.

    Applicants who have attended a foreign or non-U.S. accredited university or college must provide verification of education evaluation completed by an educational evaluation service affiliated with the National Association of Credentials Evaluation Services (NACES).

    Desirable Qualifications
    • Experience with CEQA and/or NEPA documentation
    • Experience with regulatory permitting from the Department of Fish and Wildlife, Regional Water Quality Control Board and U.S. Army Corps of Engineers
    • Experience surveying for special-status wildlife and/or plant species and associated habitats
    • Experience with storm water compliance and/or water quality testing
    • Experience working with GIS mapping software


    Selection Process

    1. Application Filing and Evaluation: Applications will be evaluated to determine which candidates will move forward to the next phase of the recruitment process. Applicants will be required to complete a supplemental questionnaire as part of their application.
    2. Online Multiple Choice Assessment: Candidates who possess the minimum qualifications will be invited to participate in the Online Multiple Choice Assessment. The Multiple Choice assessment will be administered via a web-based platform. The Multiple Choice assessment will measure candidates' competencies as they relate to Environmental Analyst. These may include but are not limited to: critical thinking, reading comprehension, legal & regulatory navigation, adaptability, attention to detail, professional integrity & ethics, writing, project management, and teamwork. (Weight 100%).
    3. Departmental Hiring Interview: To be scheduled once the eligible list is established.

    The Multiple Choice Assessment is tentatively scheduled to take place via computer (remotely) in the late July.

    The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
