    The Probation Department is a law enforcement agency within the County of Monterey, with 5 major divisions: 4 operational divisions (Adult, Juvenile, Juvenile Hall, and Youth Center), and one infrastructure division, Administration, which includes Finance, Personnel, Training, Grants and Contracts, and Information Technology. The Department has about 300 permanent positions (with the majority being sworn officers), in addition to temporary staff and interns. Probation is a fast-paced environment which requires excellent customer services skills, personal initiative, adaptive thinking, strong ethics and commitment while maintaining a sense of family and camaraderie.

    Position Summary
    The Monterey County Probation Department is seeking a dedicated and experienced Senior Juvenile Institutions Officer to lead and support the management of juvenile detention facilities. The ideal candidate will have strong leadership skills, a deep understanding of juvenile justice principles, and the ability to mentor and guide junior officers. Candidates must demonstrate excellent communication, conflict resolution, and crisis management abilities, along with a commitment to fostering a safe, rehabilitative environment for young offenders.

    Ideal Candidate
    The ideal candidate is a s easoned officer that has experience working in a juvenile detention facility and has demonstrated a consistent commitment to youth rehabilitation, facility safety, and staff development. This candidate possesses in-depth knowledge of juvenile detention policies, behavioral intervention strategies, and trauma-informed care practices. They are adept at de-escalation techniques, managing crisis situations, and maintaining a safe, structured environment while treating juveniles with dignity and respect.

    The eligible list established by this recruitment may be used to fill permanent or temporary vacancies as they arise.

    Examples of Duties

    • Performs the full duties and responsibilities of a Juvenile Institutions Officer II
    • For the duration of an assigned shift, coordinates the custodial, counseling, and program activities of a specific housing unit in a juvenile detention facility; assigns duties and responsibilities to Juvenile Institution Officers; resolves routine operational conflicts and problems; directs officers' actions and responses during critical incidents or emergency situations
    • Monitors and reviews the work of subordinate officers for completion and compliance with institution policies, procedures and standards; provides feedback to subordinate officers regarding their conduct and work performance; provides input to the Juvenile Institution Supervisor for consideration in the performance evaluation of Juvenile Institution Officers
    • Organizes and conducts shift meetings; facilitates communication between the management and/or supervisors of the facility and the officers; disseminates administrative directives, employment related information and miscellaneous information
    • Reviews history of new juveniles with unit staff to anticipate problems and special handling requirements; assists with the intake assessment and classification of juveniles
    • Ensures that log entries are completed; prepares investigative reports and other documentation of juvenile behavior and/or unit operations as requested

    THE SUCCESSFUL CANIDATE
    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Working Knowledge of:
    • Principles and theories of juvenile social rehabilitation
    • State and Federal laws and codes governing the custody and care of juveniles
    • Principles of safety, security, and health applicable to staff and juveniles in a detention facility
    • Principles and practices of individual and group counseling within a custodial setting
    • Interviewing and investigative techniques and procedures
    Some Knowledge of:
    • The principles and techniques of organizing, coordinating and directing the activities of a small work group
    • The principles and techniques utilized in the training, and review, of subordinate's work performance

    Skill and Ability to:
    • Coordinate facility resources and direct the activities of subordinate staff
    • Interview and counsel juveniles from diverse social, economic and ethnic backgrounds
    • Establish and maintain effective working relationships and provide excellent and courteous customer service
    • Maintain an objective attitude and a controlled demeanor with detained juveniles
    • Respond according to facility guidelines in stressful and potentially violent situations
    • Communicate clearly, effectively, and concisely, both orally and in writing


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    Experience:
    Two years of experience working within a juvenile institution setting, performing a variety of custodial and rehabilitative duties comparable to those of the Juvenile Institutions Officer II class in Monterey County

    AND/OR
    Education:
    College course work and/or experience equivalent to a Bachelor's Degree in Psychology, Sociology, Criminology or a closely related field.

    CONDITIONS OF EMPLOYMENT
    The required conditions of employment include, but are not limited to the following:
    • Work flexible hours, including shift work, weekends and holidays as required by assignment.
    • Wear a uniform, carry a firearm and use officer safety equipment as required by assignment.
    • Possess a valid California Class C Driver’s License at time of appointment and have and maintain a satisfactory driving record.
    • Possess or obtain within 180 days of employment, Basic First Aid and Cardiopulmonary Resuscitation (CPR) Certificates.
    • Possession of a valid California Standards and Training for Corrections (S.T.C.) Juvenile CORE Training and a PC 832 Certificate
    • Satisfactorily meet the standards of Monterey County Probation Department Hiring Authority, including: Background Investigation, Pre-employment Drug and Alcohol Test, Physical Agility Test, and Psychological Evaluation.

    Probation Officer positions have Peace Officer status, and the following requirements in
    Government Code 1029, 1029.1, 1031 and Penal Code 830.5 shall apply. Please note:
    • Must be legally authorized to work in the United States
    • Must be at least 18 years of age.
    • High School diploma or GED (average standard score of 45, with no score less than 35).
