    Job Description

    Location: Missouri Circuit Courts

    The salary reflected represents the base pay for this position and does not include any differential for time-of-service pay for state tenure.

    The 25th Circuit Court is seeking qualified applicants for a Senior Program Specialist. The 25th Circuit is comprised of Maries, Phelps, Pulaski and Texas Counties. The starting salary for this position is $46,622. The position is based at the Pulaski County Courthouse in Waynesville and requires travel to other counties within the circuit. If the selected applicant resides closer to Rolla, the primary work location may be changed to the Phelps County Courthouse.

    The Senior Program Specialist position is a highly responsible professional position in a court within the Missouri State Court System. This position includes administrative and managerial work in treatment courts. The work of an employee in this position requires a high degree of attention to detail, the ability to manage multiple tasks simultaneously, and the ability to complete work within scheduled deadlines.

    The Senior Program Specialist manages treatment court programs, which includes budgeting, accounting and finance, personnel, and related administrative services. Prepares the treatment court budget, identifies and prepares applications for and administering local, state and federal grants that would assist with the operation of the treatment court. Prepares, administers and monitors contracts for services relating to the treatment court. Prepares and/or maintains the treatment court operating manual, participant information packet, public information packet and other materials necessary for the operation of the treatment court program.

    • Independently manages a specialized program or project where the complexity is reflected by limited direction and scope. Identifies areas that need improvement in regard to efficiency, economy, and effectiveness.
    • Motivates and develops members of the team in order to encourage cooperation and foster commitment.
    • Reviews the organization of the court and makes recommendations regarding the transfer of court resources so they may be better utilized to provide better workflow and a more efficient court operation.
    • Reviews the court’s automation needs and coordinates with information technology professionals with the county and the Office of State Courts Administrator regarding the installation of new and upgraded court automation systems and maintenance of current systems.
    • Prepares various statistical and financial reports as required and conducts a variety of special projects.


    Minimum Qualifications:

    Bachelor’s Degree in a related field and three years of varied administrative experience performing duties related to public administration

    Preferred Qualifications:

    • Advanced knowledge of court procedures and policies, legal documents, laws and legal terminology pertaining to the court.
    • Advanced knowledge of the organization, operations, functions and scope of authority of the court.
    • General knowledge of court automation systems.
    • General understanding of project management principles.
    • Ability to work independently and manage time effectively while handling a high-volume workload in an environment subject to frequently changing priorities and high stress.
    • Ability to spend majority of time on highly complex independent work based on programs and projects that do not receive a high level of direction or supervision.
    • Ability to identify and analyze problems in order to effectively recommend solutions.
    • Ability to communicate clearly and concisely, verbally and in writing in a tactful and courteous manner with diverse parties.
    • General knowledge of modern principles and practices of public administration.
    • Ability to organize, direct and coordinate administrative activities in an effective manner.
    • Ability to establish and maintain effective working relationships with other internal and external stakeholders.
    • Ability to analyze and interpret complex sets of data, draw meaningful conclusions and communicate the results in and effective manner.
    • Basic knowledge of governmental financial and accounting principles.
