    MANANGEMENT APPRAISAL OF PERFORMANCE PLAN (MAPP):
    This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.

    The Team Member We Are Looking for Will:

    Under the direction of the Department of Health Services Chief Nursing Officer, the Nursing Director works closely with system, regional, and site leaders to develop, implement, and maintain strategic and operational initiatives for nursing workforce utilization. The incumbent will monitor and trend workforce metrics to develop strategic and implement operational plans for utilization of nursing resources.

    Essential Job Functions

    What You'll Be Doing:

    Plans the nature, content, and extent of nursing staff and administrative services/operations for the achievement of both short and long-term objectives.

    Acts as a resource expert and mentor for Nurse Managers, Clinical Nursing Directors, and other equivalent positions; provides guidance, counseling, professional development, and advice on techniques of supervision, problem solving, policies, and fiscal and operating systems.

    Establishes the technical guidelines and framework with which nursing operations are carried out.

    Participates in strategic planning for the organization and for the nursing service.

    Controls the overall management of the organization's quality and clinical safety function, including responsibility for developing procedures, preparing budgets, directing supervisory employees, and participating in policy formulation.

    Determines the subordinate organizational structure, operations, methods, and standards, and makes adjustments consistent with changing objectives.

    Interprets and communicates nursing and organizational philosophy and objectives, Department policies and procedures, and applies recognized standards of nursing.

    Directs the preparation of budgets for assigned areas; integrates with organizational budget and defends budget and personnel resource requests.

    Establishes policy for determining program emphasis and operating guidelines for areas of responsibility, including setting goals.

    Participates in formulating policy, procedure, and standards for the organization and the nursing service.

    Directs, initiates, and evaluates operational compliance with licensure, accreditation, and regulatory standards.

    Administers general personnel management matters and actions.

    Requirements

    REQUIREMENTS TO QUALIFY :

    Four (4) years of experience within the last 10 years, in the management of nursing operations, organization-wide programs, or educational programs.

    For this examination, management is defined as planning, organizing, staffing, budgeting, directing, and controlling the accomplishment of both short- and long-term objectives.

    -AND-

    Either of the following from an accredited college or university: A master’s degree in nursing*

    - OR-

    A bachelor’s degree in nursing -AND- a master’s degree in nursing, administration or a related field.

    Related fields include: Public Health (MPH), Public Administration (MPA), Healthcare Administration (MHA), Business Administration (MBA) in Healthcare Management, Health Services Management (HSM), Clinical Nurse Leadership (CNL), Nursing Education (MNE), Nursing Informatics (MNI), or Health Information Management (HIM).

    -AND-

    A current, active license* to practice as a Registered Nurse issued by the California Board of Registered Nursing.

    Applicants claiming experience in a state other than California must provide their registered nurse license number from that state on the application or must attach a copy of their registered nurse license from that state with their application at the time of filing or within 7 calendar days from the applicant's submission. Applications submitted without the required evidence of licensure will be considered incomplete.

    The required license must be current, active, and unrestricted; a conditional, provisional, probationary, or restricted license or certification will not be accepted.

    DESIRABLE QUALIFICATIONS :

    Additional experience in the management of nursing operations, organization-wide programs, or educational programs beyond the Requirements to Qualify.

    SPECIAL REQUIREMENT INFORMATION :
    *In order to receive credit for the required degree and license, you must include a legible copy of your official diploma, official transcripts, or official letter from the accredited institution which shows the area of specialization. The required degree should show the date the degree was conferred and be in English. If not in English, then translation is required. International degrees must be evaluated for equivalency to U.S. standards if not listed in the International Handbook of Universities or World Higher Education Database.     PHYSICAL CLASS II (LIGHT):

    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    OUT OF CLASS AND WITHHOLD INFORMATION: Applicants are REQUIRED to possess the experience outlined in the Requirements to Qualify at the time of filing. Los Angeles County employees who wish to claim experience gained in a position performing similar work that provides the knowledge, skills, and abilities required for this higher-level position will be accepted. Applicants claiming such experience in County service have to present written proof of such experience by submitting Out-of-Class Bonus verification, Additional Responsibility Bonus verification, or performance evaluations, at the time of filing or within seven (7) calendar days from application submission. Verification of Experience letters will be excluded from consideration.

    Additional Information

    EXAMINATION CONTENT:
    This exam will consist of an evaluation of education and experience based on application information, the desirable qualification, and supplemental questionnaire responses, weighted 100%.

    Applicants must achieve a passing score of 70% or higher on the examination in order to be included on the eligible list.

    ELIGIBILITY INFORMATION:
    We process applications as we receive them. If you pass the assessment, we will place you on a list for 12 months. Hiring managers within DHS will use this list to fill vacancies as they become available.

    Applicants who are successful in this examination and are added to the eligible register may not apply for this examination for twelve (12) months following the date of being placed on the eligible register. Applications received before expiration from the eligible register will be rejected.

    Applicants who applied and did not meet the Requirements to Qualify when submitting their application may reapply 30 days after their most recent application date.
