    LA County is under a Department of Justice Consent Decree to improve conditions and mental health care in County jails, as well as supporting justice-involved populations post-release. We are looking for qualified and passionate individuals to help us in the mission of providing a range of services both in the jail and community.     The Los Angeles County Department of Health Services Correctional Health is seeking qualified candidates to fill emergency Chief, Revenue Management, Health Services vacancies related to the DOJ Consent Decree.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Chief, Revenue Management, Health Services/Correctional Health.

    DEFINITION: Administers, plans, directs, and manages revenue and other finance functions of the Department of Health Services (DHS).

    Essential Job Functions

    • Plans and directs the day-to-day centralized finance operations, including cost accounting, general accounting, or invoice processing.
    • Manages complex enterprise financial system(s) maintenance, optimization, analytics, and reporting.
    • Directs the preparation of multiple complex financial annual state or federal cost reports and claims for reimbursement as well as financial audits, appeals, and hearings with various state and federal agencies.
    • Manages processes for multiple operational and fiscal activities such as cost containment, cost effectiveness, cost reporting, cost reimbursement, general accounting, financial systems and analytics, or revenue maximization.
    • Oversees coordination with various finance and clinical staff on assessing the quality of financial and clinical data, and production of automated financial/statistical data and reporting.
    • Works with managers from Health Information Management, Utilization Management, or Information Technology managers to coordinate and enhance revenue cycle operations.
    • Manages implementation of new patient accounting system.
    • Directs the operations of patient accounting system operations.
    • Manages billing office operations including itemized medical billing and coding.
    • Manages comprehensive Charge Data Master.
    • Oversees day-to-day managed care financing activities.
    • Oversees the development and feasibility analyses of innovative fiscal strategies, including 1115 and other waivers, managed care base rates and supplemental payments, CalAIM, and related revenue programs, to maximize revenues.
    • Directs the negotiations of contract rates with health plans for multiple managed care eligibility categories and programs.
    • Oversees the ongoing reconciliation of Medi-Cal managed care capitation payments to the number of lives assigned to the department.
    • Directs the ongoing evaluation of In-Home Supportive Services costs, rates, and network.
    • Plans and directs the preparation of annual budget, financial analyses, and reports on budget trends and variances.
    • Provides oversight, guidance, and management of general finance functions for non-facility programs.
    • Oversees complex financial and technical analyses and issues related to multiple revenue generating programs.
    • Coordinates and manages lobbying activities that impact departmental operations and revenue streams by coordinating with County Counsel, contracted law firms, and public hospital organizations.


    Requirements

    MINIMUM REQUIREMENTS:

    Bachelor’s degree* or higher from an accredited college or university in Finance, Accounting, Business Administration, Healthcare Administration, or related fields;

    -AND-

    Option 1: Three years of experience in directing one or more of the following complex health care fiscal operations: budgetary projections or reporting; revenue programs; patient, general, or cost accounting; cost reporting; revenue enhancement strategy development; revenue cycle operations; or other major finance-related areas.

    Option 2: One year of experience at the level of Revenue Manager l** or higher within a finance division in the County of Los Angeles.

    LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    ** Experience at the level of Revenue Manger I in the County of Los Angeles is defined as: Manages and evaluates the revenue generating and cost recovery activities for a 300-500 bed teaching hospital with outpatient clinics capable of 15,000-20,000 clinic visits per month and for the region of which the hospital is a part.
