COMPENSATION: $10,091.74 - $15,274.68 Monthly. This position is subject to the provisions of LACERA's Management Appraisal and Performance Program (MAPP).

ABOUT THE POSITION:
LACERA is seeking an experienced administrative leader to serve as the Administrative Services Officer over Budget and Vendor Management within the Administrative Services Division. This position is part of the Administrative Services Division Management Team and provides both technical and administrative supervision to administrative generalists and specialized staff across the Budget Unit and Vendor Management (Procurement and Contract) functions.
Reporting to the Division Manager, this position serves as LACERA’s primary administrative control function for fiscal discipline and operational integrity across the enterprise. The Administrative Services Officer — Budget & Vendor Management coordinates and manages LACERA’s overall budget processes related to the LACERA Administrative Budget, the LACERA Retiree Healthcare Budget, and the Other Post-Employment Benefits (OPEB) Budget, and oversees enterprise-wide procurement, contract administration, and vendor compliance.

This position influences and interacts with all levels, from line staff to our highest-level executives.
ADMINISTRATIVE SERVICES OFFICER ROLE:
- Provides leadership, direction, and guidance to assigned staff and functional teams; establishes priorities, monitors performance, supports employee development, and ensures work is aligned with organizational goals, service standards, fiscal controls, and compliance requirements.
- Coordinates and manages LACERA’s Administrative Budget, Retiree Healthcare Budget, and OPEB Budget, including development, monitoring, and fiscal controls for a $150 million enterprise budget.
- Develops budget policy recommendations, guidelines, and preparation instructions; conducts a full range of complex and sensitive studies and analyses related to budget development and management.
- Collects and prepares data; develops financial forecasts, trend reports, and budget justifications; makes recommendations regarding resource allocation.
- Oversees procurement, contract administration, and vendor compliance, including developing policies and processes across the entire contract lifecycle, scopes of work, evaluating proposals, and managing vendor performance against contractual terms.
- Facilitates the development and maintains a robust risk management strategy to identify, assess, and mitigate risks associated with LACERA projects,
- Ensures audit readiness and maintains internal controls across administrative and fiscal functions.
- Serves as the primary liaison for budget-related board and executive reporting; prepares and delivers recommendations and presentations to LACERA’s Executive Office and Boards.
- Plans, organizes, and supervises the work of the Budget Unit and Vendor Management staff; establishes and monitors service delivery standards.
- Tracks performance and supports operational continuity across assigned functions.
- Coordinates and facilities cross-functional subject matter experts through ERP-related activities, including requirements gathering, system evaluation, configuration support, user adoption, process integration, training development, and ongoing syste m use.
TEAMS AND FUNCTIONS SUPERVISED:
This position directs two functional teams: the Budget Unit (Supervising Administrative Assistant II, Administrative Services Analyst III, and Administrative Services Analyst II) and Vendor Management (Supervising Administrative Assistant II), which includes Procurement (Procurement Assistants II and Procurement & Supply Clerks) and Contract administration (Administrative Services Analysts III and II).
VACANCY INFORMATION:
There is currently one (1) vacancy in the Administrative Services Division over Budget and Vendor Management. The resulting eligible register for this examination may be used to fill both current and future vacancies throughout the Administrative Services Division.
The Administrative Services Officer position is an exempt position as defined by the Fair Labor Standards Act and is not eligible for overtime.
WORK SCHEDULE:
Work Schedule: This position works a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday). LACERA offers a hybrid work environment.

REQUIREMENTS
REQUIREMENTS TO QUALIFY:
Five (5) years of experience in a general administrative staff or specialized staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedure, program, facility planning, budget, or risk management.

Two (2) years of experience at the level of Administrative Services Analyst III, LACERA *
* Experience at the level of Administrative Services Analyst III, LACERA includes independently analyzing and resolving complex administrative and operational issues that affect organizational programs and services. This experience typically includes developing recommendations, leading projects, and supporting management in areas such as budgeting, policy implementation, and program administration.

- Demonstrated experience analyzing complex administrative, financial, or operational data, identifying issues or trends, and formulating sound, data-driven recommendations.
- Demonstrated experience leading administrative, operational, or management analysis projects, including planning, conducting studies, evaluating findings, and developing recommendations to improve organizational effectiveness.
- Demonstrated experience supporting audit readiness and maintaining internal controls across administrative or fiscal functions.
- Demonstrated experience advising executive leadership or management on administrative, financial, operational, or strategic matters.
- Demonstrated experience preparing written reports, policies, or recommendations for management or executive audiences.
- Demonstrated ability to manage multiple projects or assignments simultaneously, prioritize competing demands, and meet deadlines while maintaining accuracy and quality of work.
- Demonstrated experience in the selection, implementation, use, and training on budgeting and procurement technologies such as an ERP System.
- Certified Third Party Risk Assessor.
- Certified in Public Financial Management.

Part I: A qualifying evaluation of training and experience based upon application information, desirable qualifications, and supplemental questionnaire. This assessment type will evaluate the training, experience, and education you list on your application and supplemental questionnaire and assign a score based on a standardized scoring system
Applicants must receive a passing score of 70% or higher on Part I to proceed to Part II.
Only the most highly qualified applicants as determined under Part I will be invited to continue in the examination process under Part II.
Part II: An Appraisal (Oral) Interview weighted 100%.
The appraisal interview will assess the applicant's knowledge, experience, and general ability to perform the essential functions of the position.
