Pay Range: $85,611 - $111,295 annual compensation

An opportunity is available for a highly seasoned procurement professional to provide strategic leadership for citywide purchasing, contract management, and procurement planning. The Purchasing Manager analyzes citywide spending, identifies future procurement needs, forecasts and prioritizes upcoming solicitations, and develops and oversees the annual purchasing plan. The position provides management-level direction to purchasing staff, advises department leadership on complex procurement and contract matters, and ensures purchasing practices are effective, compliant, and aligned with organizational needs. The Manager is accountable for citywide purchasing results and program-level outcomes.

The successful candidate will communicate clearly and effectively, present information to all levels of the organization, establish strong working relationships, exercise sound independent judgment, and make decisions involving complex and sensitive procurement issues with citywide impact.

Minimum Qualifications:
  • Bachelor's Degree from an accredited college or university with major coursework in Business Administration, Public Administration, Economics, Accounting or a related field
  • Five (5) years of responsible purchasing or contract administration
  • Two (2) years of administrative and supervisory responsibility
  • Two (2) years of experience in purchasing for public agencies

Preferred Qualifications:
  • Experience leading citywide or enterprise-level purchasing programs, procurement planning, or strategic sourcing initiatives
  • Experience analyzing organizational spending, historical purchasing activity, contract management, and projected demand to develop procurement forecasts and solicitation priorities
  • Experience reviewing and negotiating formal solicitations, Requests for Proposals, Requests for Qualifications, Requests for Quotes, and related procurement documents.
  • Experience developing and managing annual purchasing plans and procurement pipelines across multiple departments
  • Experience deescalating, negotiating, and resolving sensitive or controversial procurement and contract issues
  • Experience with PeopleSoft Purchasing System or related procurement systems.
  • Possession of Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), or National Institute of Governmental Procurement - Certified Professional Certification (NIGP-CPP)

The Purchasing Manager job responsibilities include:
  • Provides strategic management and direction for citywide purchasing activities, ensuring procurement services support organizational priorities, fiscal responsibility, competition, transparency, and compliance with applicable laws, policies, and procedures
  • Leads the development, maintenance, and delivery of the citywide annual purchasing plan by analyzing spending trends, contract expirations, department needs, historical purchasing activity, and anticipated requirements to forecast future solicitations and establish procurement priorities
  • Analyzes citywide spending and contract utilization to identify opportunities for improved sourcing, consolidation, competition, cost avoidance, cooperative purchasing, and more effective use of existing contracts
  • Oversee the development and management of the procurement pipeline, including prioritization of formal solicitations, anticipated bid timelines, resource requirements, and coordination with departments to support timely procurement of goods and services.
  • Provides management-level oversight of assigned contracts and complex procurement activities, including contract development, renewals, amendments, performance concerns, spending authority, utilization, and adherence to project schedules and budgets
  • Supervises purchasing staff and provides direction regarding work priorities, performance expectations, training, policy compliance, professional development, and continuous improvement; makes hiring, disciplinary, and other personnel decisions or recommendations as authorized
  • Provides complex procurement guidance and recommendations to senior management, department executives, City Council, and other stakeholders on citywide spending, procurement strategy, contract risks, solicitation approaches, and policy requirements
  • Establishes and evaluates purchasing procedures, performance measures, and service delivery methods; identifies process improvements and implements changes that improve efficiency, responsiveness, compliance, and customer service
  • Monitors citywide procurement practices and expenditures for compliance with State and City requirements and provides direction when corrective action, escalation, or additional review is necessary
  • Serves as a senior liaison between Purchasing, City departments, vendors, outside agencies, and other stakeholders on complex procurement and contract matters.
  • Maximizes sourcing opportunities through vendor identification, competitive solicitation strategies, cooperative agreements, and other appropriate procurement methods
  • Represents the Purchasing function on committees, projects, and cross-departmental initiatives; prepares and presents management reports, analyses, recommendations, and correspondence as appropriate
  • Uses procurement, finance, reporting systems/dashboards, and Microsoft Office applications such as Word, Excel, and PowerPoint to analyze data, prepare forecasts, and communicate recommendations
  • Performs other related duties as required
  • Adheres to assigned work schedule as outlined in Department and City attendance policies and procedures and ensures all behaviors comply with the City's Personnel Rules and Regulations

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.

Light Work - Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.

Medical Program

The City offers two plan options through Meritain Health, an Aetna company.

The Health Center Plan – Offers employees and their family’s

primary health care services that are 100% completely free and unlimited. Employees can visit any one of the three City of Fort Worth Employee Health Centers and receive guaranteed same or next day appointments for sick visits. Also, services are available at any one of the five satellite locations that serves employees across the city.

The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).

• Preventative services are covered at 100% on both plans.
• Prescription Drug coverage including mail order pharmacy are also included.

Vacation

Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.

Holidays

Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.

Wellness Program

The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
