Education and Experience : A Bachelor's degree or higher in Business, Public Administration, Planning, Accounting or related field, and four (4) years of professional, managerial or administrative experience dealing with transportation planning, project management, accounting or project oversight.

Licenses and Certificates : Valid Texas Class C Driver's License or equivalent from another state.

General Purpose

Under general direction, provide professional level work implementing, administering and developing program activities and provide technical expertise to staff, other agencies, program participants and the community for the El Paso Metropolitan Planning Organization (MPO).

Typical Duties

Plan, organize, develop, implement, oversee and review programs and activities to meet the goals and objectives of the El Paso MPO. Involves: Utilize the Unified Planning Work Program (UPWP) to conduct comprehensive needs assessments by auditing and evaluating program funding. Determine if the program is achieving its objectives. Identify if program amendments are required for any grant funding. Prepare all amendments and submit to the MPO board and TXDOT prior to submitting them to the federal government. Track the approval process for all amendments submitted to the various agencies. Analyze program data and identify potential problem areas, review related factors and prepare comprehensive reports detailing findings, solutions and recommendations to upper management. Research, prepare, conduct and analyze complex studies and surveys. Ensure programs operate in compliance with departmental goals and objectives, and applicable laws, rules and regulations.

Plan, organize, implement, direct and review delegated financial services functions including recording, updating and reporting transactions, and perform administrative and advisory duties including complex accounting and financial analysis. Involves: Participate in preparation of the Comprehensive Annual Financial Report (CAFR). Oversee, balance and reconcile general ledger statements. Prepare general journal entries (such as revenues, expenditures, and depreciation) to generate fiscal month and year-to-date balance sheets, and monitor changes in fund balance and cash flow financial statements. Oversee payroll and benefits operations, prepare year-end accruals and schedules, calculate and wire transfer funds for payroll taxes or pension contributions, and research employee concerns. Research and generate reports to assist external auditors. Prepare, enter and post journal entries for capital purchases, depreciation, accruals and transfers between accounts, funds or departments.

Responsible for monitoring and compliance of all Federal funds awarded by the MPO. Ensure that funds are utilized for the intended purposes and that they comply with procurement policies and procedures. Track and report expenditure of federal grant funds and monitor sub-recipient agencies to ensure expenditure of allocated funds meet grant requirements. Coordinate with various agencies such as TTI, NMSU and UTEP to ensure that funds are used for the work as detailed in the project scope of work. Review progress reports, timelines, and agreements as applicable to specific projects and programs.

Supervise assigned personnel. Involves: Meet with staff on regular scheduled basis. Prioritize and coordinate unit activities. Instruct, review, guide and check work. Appraise employee performance. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, terminations, transfers, disciplinary action, requests for leave, pay or merit increases or other employee status changes.
