OFFICE OF THE ASSESSOR
The County of El Dorado, Office of the Assessor is responsible for discovering, inventorying, valuing and assessing all taxable real property in the County, including residential, commercial, industrial properties and undeveloped land. The office is also responsible for assessing taxable business property, boats, airplanes, mining claims and other assessable interests in property. The Assessor prepares and maintains the master property records and parcel maps. The office is charged with the administration of a number of exemption programs benefitting homeowners and certain qualifying organizations. The Assessor prepares and submits the secured, unsecured, and supplemental assessment rolls for use in preparation of assessments for taxation by the various taxing agencies.
THE OPPORTUNITY
Under general supervision, receives, reviews and analyzes various legal property related documents to determine appropriate actions; answers questions from the public regarding the processing of various documents; analyzes and categorizes information gathered from property related documents and electronically enters appropriate data; maintains records and statistics related to property documents.
The selected candidates will have the opportunity to:
- Receives, reviews and verifies a variety of complex legal documents and records pertaining to property ownership changes and specialty transfers; determines appropriate actions to be initiated based upon applicable laws and regulations.
- Makes change of ownership determinations based on taxpayer response to various discovery documents.
- Answers complex and technical ownership questions from title companies, property owners or their agents, attorneys or tax representatives, and other interested parties; prepares correspondence to answer questions when appropriate.
- Resolves ownership questions and clarifies understanding of property transfers through probate proceedings and court determinations as they relate to various beneficial interest conveyances and proportional interest transfers.
- Clarifies conflicting ownership issues by reviewing and evaluating various elements of tax and estate planning device provisions.
- Performs extensive research to determine the taxability status of complex title changes.
- Analyzes and applies Revenue and Taxation Codes in relation to change of ownership.
- Answers questions from the public regarding changes to property ownership and specialty transfers; explains the application of the Government Code, Revenue and Taxation Code or other statutes and regulations.
- Enters a variety of information into a computerized system with a high degree of accuracy; determines and applies proper codes and initiates transactions.
- Maintains logs, files and statistical information pertaining to processed legal documents and records.
- Verifies, reconciles, and balances computer input documents against computer reports, ensuring accuracy and completeness
- Performs general office support work, including filing, operation of standard office equipment and operation of computer equipment and a variety of software.

Education & Experience Requirements (typing "See Resume" in application will not be accepted)
Two years of increasingly responsible experience in an Assessor's office, Recorder's Office, or title company, or equivalent office experience working with legal descriptions and/or legal documents relating to real property at a level equivalent to the County's class of Assessment Technician II. College level coursework in a related field is desirable.
