WHAT DOES A SAFETY OFFICER DO?
Has responsibility for the development and administration of a comprehensive departmental safety and accident prevention program in a small to medium-sized County Department or assists the LA Health Services in its health and safety program with its responsibility for the program within one of the health services clusters.

Essential Job Functions

Investigates and evaluates safety suggestions made by employees as necessary.

Develops and implements specialized training programs tailored for hazards unique to the various job assignments.

Advises personnel on safety equipment purchases and facility changes to implement safety and security goals.

Serves as a member of the Environment of Care Committee as needed; Responsible for meeting minutes, making appropriate recommendations, and follow-up until resolved.

Inspects and evaluates facilities, work on construction sites, equipment, work practices, and safety devices for conformance with legal requirements; recommends changes to develop safer working conditions.

Attends hearings and testifies, as necessary.

Attends monthly safety meetings, chaired by the Safety Officer, Health Services.

Reviews injury reports, accident investigations, safety grievance reports; develops and reviews statistics, and, by other means, evaluates the effectiveness of the existing safety program.

Schedules and conducts fire/disaster drills with understanding of regulatory requirements on drill intervals for various types of building occupancy (health care, ambulatory care, and business occupancy).

Represents the department at meetings, conferences and occasions which may involve facility inspections conducted by California Occupational, Safety and Health Compliance Officers.

Investigates and reviews reports of injuries, property damage, non-employee accidents, automotive and industrial accidents, and claims, and initiates appropriate action.

Develops and revises safety policies, procedures, guidelines, promotional materials, and training programs to ensure conformance with State and Federal regulations and to increase departmental efficiency by reducing accidents and overall costs due to safety problems.

Assists departments with their business continuity plans and reviews them to ensure updated plans are submitted.

Formulates or participates in the formulation of departmental security policies and procedures and ensures their implementation.

Maintains and updates safety, security, and emergency management plans in conformance with the Joint Commission's requirements.

Acts as liaison and coordinator with Worker's Compensation third party administrator and County Counsel on claims against the County.

Attends emergency meetings/trainings organized by EMS.

Requirements

REQUIREMENTS TO QUALIFY:
Option I: One (1) year of experience as head of a comprehensive safety and accident prevention program. *

*Experience as a head of a comprehensive safety and accident prevention program is defined as: Provides leadership in the day-to-day operation of all safety related activities of an organization, and is responsible for the development, implementation and enhancement of safety programs and ensuring compliance with regulatory and accrediting agencies.

Option II: Four (4) years of technical experience** in safety inspection, promotion, or training.

**For this examination, technical experience is defined as: Experience in safety inspection, safety promotion, or safety training for an occupational and/or environmental health and safety program.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS 3 - MODERATE:
This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

DESIRABLE QUALIFICATIONS:
Additional credit will be given to applicants that possess the following:

  • Additional experience in excess of the Requirements.
  • Experience as an Emergency Management Officer*** in a healthcare setting.
  • Experience developing emergency management plans as a member of The Joint Commission Environment of Care (EOC) Committee in a healthcare setting.
  • A Bachelor of Science degree**** or higher in Safety, Safety Engineering, Environmental Health and Safety, Health Administration, Public Health, or Industrial Hygiene.

***Experience as an Emergency Management Officer is defined as: Plans and directs disaster response or crisis management activities, provides disaster preparedness training, and prepares emergency plans and procedures.

Additional Information

EXAMINATION CONTENT:
This examination will consist of an Evaluation of Training & Experience (T&E) Evaluation : This assessment type will evaluate the training, experience, and education you list on the application and supplemental questionnaire. This assessment is worth 100% of your total score and assesses: Requirements, Desirable Qualifications, and Supplemental Questionnaire.

Applicants must receive a passing score of 70% or higher on the assessment to be added to the list.

ELIGIBILITY AND VACANCY INFORMATION:
Applications will be processed as they are received and added to the list accordingly.

Applicants who passed the assessment are placed on a list for a period of twelve (12) months. We will use this list to fill vacancies in LA Health Services as they occur.

SPECIAL INFORMATION:
Appointees may be required to work any shift , including evenings, nights, weekends, and holidays.
