Job Description:

Organizational Development & Training Specialist Senior

Purpose:

This position leads and coordinates organizational development and training activities, including the design of implementation programs for citywide initiatives. Plans and designs a wide range of human resources (HR) services and programs in the area of organizational development and training for one or more City departments.

Duties, Functions and Responsibilities:
  • Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Develops, implements, and evaluates departmental rollouts of citywide HR or organizational development (OD) initiatives Designs and performs department-wide needs assessments to identify and analyze major organizational problems.
  • Analyzes the results of needs assessments, meetings, research, and other forms of communications in order to develop short- and long-term strategies for organizational development across an entire department or group of departments.
  • Coordinates the activities of other organizational development and training personnel, assigning tasks and monitoring their completion.
  • Provides advice to management and others on how to best handle their organizational problems.
  • Develops, schedules, coordinates, and delivers training modules, workshops, and facilitations to selected audiences.
  • Evaluates the effectiveness of training modules, workshops, etc., and makes changes as needed to improve future results.
  • Plans, designs, implements, and evaluates plans and activities for assigned projects and programs.
  • Facilitates groups in areas such as conflict resolution, team development, process improvement, strategic planning, and problem solving.
  • Participates in or lead teams with Organization Development, Human Resources, and other team members.

Responsibilities - Supervisor and/or Leadership Exercised:
  • Provides leadership for groups including other professionals and support staff in the area of Organizational Development and Training.
  • Leads workshops and classes as an instructor or trainer.
  • Mentors less experienced Organizational Development and Training personnel.

Knowledge, Skills, and Abilities:

Minimum Qualifications:
  • Bachelor's degree in human resources development or related field, plus three (3) years of experience in organizational development and training.
  • One (1) additional year of closely related experience may substitute for one (1) year of the required education up to a maximum of four (4) years substitution.

Licenses and Certifications Required:

None.

Preferred Qualifications:
  • Experience conducting department-wide organizational assessments and translating findings into actionable strategies, recommendations, and change initiatives.
  • Experience leading or supporting complex, multi-stakeholder projects or programs from planning through implementation and evaluation.
  • Experience serving as a strategic advisor or consultant to senior and executive-level leaders on organizational development, workforce, or change initiatives.
  • Experience partnering with internal departments and external organizations to support workforce development efforts, including internships, apprenticeships, or youth programs.
  • Experience with development, implementation, presentation, facilitation and evaluation of training.
  • Experience with career progression plan development, implementation and expansion.
  • Demonstrated ability to build strong working relationships and collaborate effectively with colleagues, leadership, and cross-functional teams to achieve shared goals.
  • Ability to travel to multiple work locations as required.

This role serves as a strategic business partner with Fleet’s leadership team and partner organizations and is responsible for providing project support to executive leadership. This position functions strategically, providing consultation to supervisors, managers and executives, responding to complex demands in a rapidly changing environment.

City Government

The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts. The Mayor and Council Members may serve in their respective seats for four years with a maximum of two consecutive terms.
