About the Department

The Finance Department is currently seeking to fill one (1) Analyst I/II vacancy in the Purchasing Division.

The mission of the Finance Department is to manage, protect, and report on City of San José financial resources to enhance the City’s financial condition for residents, businesses, and investors.

The Finance Department has five core divisions:
  • Accounting
  • Administration
  • Debt & Treasury Management
  • Purchasing & Risk Management
  • Revenue Management

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City’s Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $27.5 million operating budget and 126 budgeted full-time equivalent (FTE) positions.

Position Duties

We are seeking qualified candidates for an Analyst I/II position in the Purchasing Division. The incumbent will serve as an integral member of the procurement team and play a key role in supporting the City of San José's procurement operations and processes. The ideal candidate will be a highly motivated professional who thrives in a collaborative environment and excels at building positive working relationships. Strong verbal and written communication skills, attention to detail, adaptability, and a commitment to excellence are essential. The successful candidate will embrace continuous learning, respond effectively to changing priorities, demonstrate sound judgment, and take ownership of their work while contributing to the success of the team and organization.

Key responsibilities include:

  • Administer the City’s Procurement Card (P-Card) Program and related P-Card Program functions.


  • Facilitate procurements for various City departments including but not limited to Requests for Quotes (RFQ) and Requests for Bids (RFB) in compliance with applicable requirements.


  • Provide administrative and analytic support during the procurement process, such as creating solicitations on the e-Procurement system, preparing drafts of Council Memos, formatting and proofreading solicitation documents for posting, and other related activities as required.


  • Support purchase order creation and management; clarify questions with vendors and customer departments; format and proofread documents; prepare documents; research and validate data; and other related activities as required.


  • Other Analyst duties and special projects as required.

Minimum Qualifications

Education and Experience

Analyst I
A Bachelor's Degree from an accredited college or university.

Analyst II
A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution
Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.

Job Expertise - Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.

Analytical Thinking - Approaching a problem or situation by using a logical, systematic, sequential approach.

Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills and displays openness to other people's ideas and thoughts.

Computer Skills - Experienced with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.

Teamwork & Interpersonal Skills - Develops effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.

Customer Service - Demonstrates the ability to anticipate customers' needs and deliver services effectively and efficiently using professional demeanor.

Decision Making - Identifies and understands issues, problems, and opportunities; uses effective approaches for choosing a course of action or developing appropriate solutions.

Reliability - Completes quality work assignments in a timely and efficient manner; fulfills responsibilities and maintains confidentiality as appropriate.

Social Awareness - Demonstrates the ability to read or sense other people’s emotions and how they influence the situation of interest or concern; demonstrates empathy and organizational awareness.
