DESCRIPTION
THE AGENCY
Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin and the Dougherty Valley area of San Ramon, and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agency’s administrative offices are located in Livermore, CA, the easternmost city of Alameda County, which is bordered by Contra Costa County to the north and San Joaquin County to the east. THE POSITION
Under general supervision, to plan, organize, and coordinate the work of Electricians and Instrument Technicians; and to perform skilled electrical or instrumentation installation, maintenance, and repair work on water treatment plant and field distribution system equipment and facilities. Perform related duties as required.
The Lead Electrical/Instrumentation Technician, Zone 7 is a single position classification located in the Maintenance department at The Zone 7 Water Agency and reports to the Maintenance and Construction Supervisor, Zone 7. The Lead Electrical/Instrumentation Technician, Zone 7 is responsible for leading, organizing, coordinating, and directing the work of electrical and instrumentation staff, and independently performing skilled electrical or instrumentation maintenance, repair work on a wide variety of pumps, motors, electrical panels, transformers, control systems, instrumentation systems, and related water treatment and distribution equipment.
This classification is distinguished from the Maintenance & Construction Supervisor, Zone 7, in that the latter has overall responsibility for the Maintenance work unit, which includes supervisory oversight of all maintenance staff.

MINIMUM QUALIFICATIONS
TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW I or II.
EITHER I
Experience : The equivalent of two (2) years of full-time experience in the classification of Electrician, Zone 7, or Instrumentation Technician II, Zone 7 in the Alameda County classified service.
OR II
Experience : The equivalent of four (4) years of increasingly responsible full-time journey-level experience in the maintenance and repair of electrical or instrumentation systems in water treatment and distribution systems, power plant, manufacturing plant, refinery plant, utility services or similar industrial environments.
License : Possession of a valid California driver's license.
Other Requirements :
- Must be willing to work in exposure to potentially hazardous materials, in confined spaces, and outdoors in all weather conditions.
- Must possess the physical strength to perform work assignments.
- Must be willing to work on-call, and be available for shutdowns, outages, or emergencies, or other urgent Agency issues.
KNOWLEDGE AND SKILLS
The most suitably qualified candidates will possess the following competencies:
Knowledge of :
- Electrical theory and principles, including high-voltage systems, Alternating Current (AC)/Direct Current (DC) circuits, control systems, and programmable logic controllers (PLCs).
- Instrumentation theory and principles, including sensors, transmitters, control loops, and data acquisition systems.
- Perform incidental maintenance work in other trades as needed, such as minor mechanical, carpentry, or concrete tasks.
- Electrical safety standards and regulations, including California Division of Occupational Safety and Health (Cal/OSHA) regulations, National Fire Protection Association (NFPA) 70 (National Electrical Code), NFPA 70E (Electrical Safety in the Workplace), and applicable industry best practices.
- Lockout/Tagout (LOTO) principles, procedures, and regulatory requirements, including energy control methods for electrical, mechanical, hydraulic, pneumatic, and stored energy systems.
- Condition-based asset management principles.
- Infrared thermography principles and practices.
- Computerized Maintenance Management System (CMMS) administration.
- Methods, materials, tools, and equipment used in the installation, maintenance, and repair of electrical and instrumentation systems in industrial facilities.
- Electrical and instrumentation codes, safety standards, and safe work practices.
- Mathematics related to electrical and instrumentation work.
- Principles of lead supervision and team coordination.
Ability to :
- Plan, schedule, assign, and inspect electrical and instrumentation work.
- Diagnose, repair, and maintain a wide variety of electrical or instrumentation systems used in water treatment and distribution.
- Act as a competent person for Lockout/Tagout, including reviewing, developing, implementing, and auditing LOTO procedures and verifying effective energy isolation.
- Plan and complete electrical or instrumentation work assignments independently.
- Operate and maintain a variety of tools and equipment used in electrical and instrumentation maintenance.
- Enforce electrical safety and LOTO compliance, including stopping unsafe work and correcting deficiencies in accordance with regulatory and Agency requirements.
- Ensure adherence to safe work methods and safety precautions.
- Read and interpret electrical and instrumentation plans, specifications, manuals, and schematics.
- Estimate materials, tools, and equipment required to complete electrical and instrumentation work efficiently.
- Train and mentor staff in electrical safety, LOTO, new technologies, and predictive maintenance practices.
- Communicate effectively and follow written and oral instructions.
EXAMINATION COMPONENTS
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
A review of applicants' application to verify possession of minimum requirements. Applications will be evaluated for relevant education, experience, and training. The application must be detailed and complete in order to be evaluated properly. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to determine the best qualified that will be weighted as qualifying only (pass/fail). Supplemental screening is an internal departmental process and does not require or involve candidate participation. Candidates who pass the best qualified exam component will move on to the final step in the examination process. An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may be administered virtually and may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.

Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars." The County enjoys a varied geography ranging from urban marinas to rolling open spaces to hillside lakes and streams. Alameda is the seventh most populous county in California, and has 14 incorporated cities and several unincorporated communities.
