The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing (HSH) is seeking qualified candidates to fill emergency Health Program Analyst III vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Health Program Analyst III position.

Essential Job Functions

  • Supervises or independently executes and/or leads the development, implementation, and evaluation of health and supportive service programs and sub-programs; formulates or assists with the formulation of program plans, policies, objectives, procedures, service delivery strategies, and program improvement initiatives.
  • Leads and participates in the coordination and facilitation of collaborative efforts among departmental programs, public agencies, private and nonprofit organizations, community-based organizations, and service providers to meet the needs of the target population; provides leadership, technical assistance, and coalition-building in support of integrated service delivery.
  • Develops and implements health, behavioral health, housing, and supportive service initiatives; identifies service gaps, develops workplans and community action plans, and coordinates implementation activities to achieve program goals and objectives.
  • Reviews written recommendations, research, regulations, policy issues, program reports, and technical materials relating to assigned program areas; analyzes information and makes recommendations to management regarding program policies, service delivery, operational issues, and program improvements.
  • Conducts and directs the investigation and monitoring of contracted agency and program operations; performs investigations of highly sensitive or complex program issues and makes recommendations to management regarding compliance, corrective actions, and resolution.
  • Supervises staff and participates in the development and delivery of training and technical assistance; develops program guidance, assessment tools, training materials, and other resources to support implementation of program requirements, service standards, and best practices.
  • Participates in the development and administration of contracts with health, behavioral health, housing, and supportive service providers; monitors and evaluates agencies to ensure compliance with contract requirements, program standards, and service objectives.
  • Reviews and evaluates program activities, services, training and technical assistance, and progress toward established goals; develops and analyzes performance measures, reports, assessments, and other data to identify service gaps and recommend improvements.
  • Leads and participates in quality improvement and program evaluation activities; coordinates with data, information technology, business analysis, and program staff to develop reporting and performance-monitoring processes and translate findings into operational and service improvements.
  • Coordinates the activities of professional and technical staff implementing program objectives and goals; conducts and participates in meetings with department officials, governmental agencies, community organizations, service providers, and the public to resolve issues, coordinate services, and address policy and program needs.


Requirements

Requirements to Qualify
Option I: A Bachelor's Degree* from an accredited college or university in a discipline related to the core business function of the department -AND- five (5) years of experience in the analysis of mental health or public health programs, or homelessness programs**, two (2) years of which must have been at the level of Health Program Analyst II***.

A Master's Degree* from an accredited college or university in a discipline related to the core business function of the department may be substituted for one year of the required experience.

Option II: Seven (7) years of experience performing assignments in mental health or public health program, or homelessness programs analysis ** , two (2) years of which must have been at the level of Health Program Analyst II***.

**Experience in the analysis of a mental health, public health, or homelessness program is defined as the study and investigation of issues and problems of mental health, public health, or homelessness program development, implementation, administration, or evaluation and the formation of applicable solutions and recommendations.

***Experience at the level of Health Program Analyst II is defined as planning, implementing, administering, and evaluation mental health, public health, or homelessness programs.

What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. License

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class


II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Desirable Qualifications
  • Experience working for a homeless, housing, service provider, and/or similar public agency.
  • Experience developing, implementing, or evaluating health, behavioral health, housing, or supportive service programs.
  • Experience providing technical assistance, training, or program support to community-based organizations, nonprofit organizations, or service providers.
  • Experience leading program performance, conducting quality improvement activities, or coordinating integrated services across multiple agencies or service provider
