Solano County Health and Social Services, Older and Disabled Adult Services (ODAS), is recruitingfor a Social Services Manager to serve as Executive Director of the Napa/Solano Area Agency on Aging (NSAAA).
It is the mission of Older and Disabled Adult Services (ODAS) to provide access to services and resources that sustain health and well-being, support independent lifestyles and promote physical safety and emotional security for older and disabled adults and children in Solano County.
ODAS provides social services to Solano County residents who are older adults (age 60 and older), adults with disabilities (ages 18 to 59), and minors with disabilities (ages 0 to 17).
ODAS programs includes:
- Adult Protective Services (APS)
- The Public Guardian's Office (PG)
- In-Home Supportive Services (IHSS)
- Public Authority (PA)
- Napa and Solano Area Agency on Aging (AAA)

THE POSITION:
Solano County is seeking an experienced public service professional to serve as a Social Services Manager. Social Services Managers organize, direct, and supervise the activities of one or more social services programs serving a population group within Solano County; assist in the development, implementation, and evaluation of policies and procedures related to program activities; provide staff support to higher-level management within the assigned division; and serve as members of the department’s management/supervisory team.
The Older and Disabled Adult Services (ODAS) Division of the Health and Social Services Department currently has one (1) full-time vacancy for Social Services Manager. This position will serve as Executive Director of the Napa/Solano Area Agency on Aging (NSAAA).
NSAAA is the federally designated Area Agency on Aging for Planning and Service Area 28, serving Napa and Solano Counties through a Joint Exercise of Powers Agreement (JEPA). Under the JEPA, Solano County serves as the administering agency, while Napa and Solano Counties jointly operate the Area Agency on Aging and share responsibility for planning, priority setting, funding, and oversight of services for older adults.
The Executive Director will provide strategic, operational, fiscal, and administrative leadership for this two-county regional program; support the NSAAA Oversight Board; work in consultation with the federally required Advisory Council; and maintain strong working relationships with both Napa and Solano County leadership. The position will oversee approximately $5 million in annual funding, a network of community-based providers, more than 50 contracts, and related aging and disability programs.
The eligible list established from this recruitment may be used to fill full-time and part-time regular, limited-term, or extra-help positions as vacancies occur or the need arises.
THE IDEAL CANDIDATE:
The ideal candidate is an experienced public or nonprofit-sector leader who can navigate complex program, fiscal, regulatory, contractual, and intergovernmental environments. They will bring demonstrated experience managing publicly funded human-services programs, significant budgets and provider contracts, regulatory compliance, audits, strategic planning, and performance management. Experience in aging or disability services is highly desirable, along with the ability to quickly translate complex requirements into effective operations.
The ideal candidate will demonstrate:
- Leadership experience in public or nonprofit human services, ideally in aging or disability services.
- Strong budget, contract, and provider oversight experience.
- Knowledge of state and federal compliance, audits, and regulatory requirements.
- Proven ability to work effectively across multiple jurisdictions, boards, government officials, and community partners.
- Skill in strategic planning, performance management, and resource allocation.
- Strong communication skills and sound organizational judgment.
- A collaborative and accountable leadership style, with the ability to set clear expectations for staff and contractors.
- A commitment to equitable, person-centered services for older adults, adults with disabilities, and caregivers.

POSITION REQUIREMENTS:
Experience: Three years of increasingly responsible experience in a social services program of which one year was in a supervisory capacity.
Education: A Bachelor's degree is required from an accredited college or university preferably with a major in Social Work or a related field.
SPECIAL REQUIREMENTS:
Depending on assignment, candidates for positions in this class may be required to possess a master's degree in social work and a valid Licensed Clinical Social Worker license issues by the State Board of Behavioral Science Examiners.
Possession of or ability to obtain a valid Class C California driver's license may be required.
