Job Description:
Purpose:
Under general direction, this position manages the activities and personnel engaged in planning, developing, and monitoring the City’s Capital Improvement Program.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Advises the Division Manager, Department Director, and City Management on issues, opportunities, and status.
- Coordinates the development and implementation of comprehensive, integrated capital improvement plans that support City goals and priorities.
- Aligns departmental capital programs with the City’s Capital Improvement Plan and resolves issues as necessary.
- Monitors the implementation of the City and departmental Capital Improvement Plans.
- Conducts presentations and acts as representative for the division, department, City management, boards and commissions, and other stakeholders as appropriate.
- Coordinates and monitors the planning, development, and implementation of the City’s general obligation bond programs.
- Develops and evaluates plans scope, criteria, and timelines for a variety of projects and program activities.
- Develops policies and procedures.
- Collaborates with the Budget Office on program planning and budgeting.
- Provides technical assistance and advice to city management, departments, citizens and other stakeholders.

- Knowledge of modern methods, planning tools, and models, of fiscal or capital planning and capital budget.
- Knowledge of capital program finance, funding sources, budgeting, planning and strategies.
- Knowledge of the development of service-based user fees, capital markets and alternative financing strategies.
- Knowledge of information systems and their application.
- Knowledge of effective planning and coordination techniques.
- Knowledge of supervisory and management techniques.
- Knowledge of governmental fiscal policies and procedures.
- Knowledge of office software systems.
- Skill in establishing and maintaining good working relationships with other City employees and the public.

Minimum Qualifications:
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business Administration, Public Administration, Finance, Planning, or a field related to the job, plus five (5) years of experience conducting activities related to capital budgeting or planning initiatives two (2) of which were in a lead or supervisory capacity.
- A Master's degree in a field related to Business Administration, Public Administration or related field plus three (3) years of experience Two (2) of which were in a lead or supervisory capacity may substitute for the required education and experience.
Licenses and Certifications Required:
- None.
Preferred Qualifications:
- Proven experience and interest in capital delivery systems, contracting methodologies, financial forecasting, and resource planning to deliver high-need, time-critical projects.
- Proven experience in invoice development, review, and oversight.
- Proven experience in federal grant administration management, including development of grant proposals and oversight of financial tracking.
- Proven experience with construction methodologies to include concrete construction, engineer’s cost estimates, change orders and standard technical specifications.
- Proven work experience in delivering public agency transportation infrastructure projects and, academic experience in engineering or architecture fields.

The City of Austin Transportation and Public Works Department (TPW) is seeking an experienced and talented Capital Improvement Program Manager (CIPM) to lead financial tracking within the Project Delivery Division. This is an exciting opportunity to support the build out of high-profile, time-critical transportation projects, in service to 2016, 2018, and 2020 Mobility Bonds.
TPW’s Project Delivery Division is responsible for leading implementation of bond and grant funded projects for several local mobility programs in TPW’s portfolio such as Bikeways, Vision Zero/Safety, Transit, large Capital Improvement Projects (CIP), and Substandard Street projects. This is an exciting opportunity to be part of this new team to build and grow TPW’s capabilities in project implementation.
The finance CIPM will work with a team of Capital Improvement Program Managers and collaborate across multiple work groups, divisions, internal and external partners, to successfully deliver high-need, time-critical projects in service to the Department’s multi-modal safety and mobility goals. This CIPM position will oversee financial tracking, spend plan development, invoice reviews, and contract oversight. A strong background in program delivery strategies, including public agency and federal grant contracting methods is desired.
This position will work under minimal supervision with considerable latitude for the use of initiative and independent judgment and include these primary responsibilities:
- Oversee the successful delivery implementation of a large number of local mobility projects, monitor and meet project timelines and spending targets for bond funds.
- Lead development of contracting needs in service to various TPW programs and collaborate with Program Managers to set-up shared contracts for successful design and construction activities.
- Coordinate across multiple divisions, departments and agencies in the delivery of these projects, including initiating process improvements for several supporting services such as contracting, finance tracking, grant management, invoice review, and permitting,.
- Respond to inquiries by citizens, Mayor and Council, City Manager’s Office, and other agencies regarding transportation safety issues.
We are looking for the following:
- Experience in fiscal and resource planning, budgeting, forecasting, developing quality controls and process improvements to fast-track implementation of variety of projects in a cost-effective manner.
- Knowledge of transportation planning and traffic engineering practices, principles, modeling tools and cost estimates.
- Excellent team working and problem-solving skills with internal and external members to accomplish organizational goals.
- Excellent written and verbal skills to effectively communicate with internal and external stakeholders, including meetings and public events.
- Experience working for a highly progressive transportation organization.
- Ability to provide technical input and strategic direction to multiple work teams by coordinating across TPW divisions, other departments, contractors, external stakeholders, and partner agencies to accomplish organizational goals.
- Proficiency with computer-aided design, ArcGIS, and MS Suite (Word, Excel, PowerPoint, Outlook, Access)
