for the position of:

Code Compliance Technician
(Community Development/Code Enforcement)

The City of San Clemente is seeking a professional, dependable, and community-minded individual to join the Community Development Department as a Code Compliance Technician.

This is an exciting opportunity to gain hands-on experience in municipal code compliance, field investigations, public contact, and community problem-solving. Code Compliance Technician help support safe, clean, and well-maintained neighborhoods by responding to complaints, documenting concerns, educating the public, and assisting with enforcement of the City's Municipal Code and related regulations.

This position is a great fit for someone who enjoys working in the field, communicating with the public, solving problems, and helping maintain the quality of life and visual character of the San Clemente Community.

Schedule
This position is expected to work a non-traditional schedule, including evenings, late nights, weekends, and/or holidays. The anticipated schedule will be four (4) ten (10)-hour shifts Thursday- Sunday, such as approximately 2:00pm to 1:00pm, based on department needs.

What You'll Do

As a Code Compliance Technician, you will provide technical office and field support related to the receipt, investigation, and processing of complaints and potential violations of the City's Municipal Code.

Duties may include:

  • Responding to public inquiries and complaints regarding potential code violations
  • Interviewing complainants, witnesses, property owners, business owners, and members of the public
  • Performing field investigations and proactive inspections of assigned areas
  • Taking photographs, documenting observations, and maintaining accurate case records
  • Researching municipal code requirements, property information, permits, and related records
  • Preparing notices of violation and supporting compliance efforts
  • Documenting enforcement actions in code compliance tracking software
  • Coordinating with Police, Fire, Health, and other agencies as needed
  • Preparing reports for administrative or court proceedings
  • Testifying in court or administrative hearings, when required
  • Assisting other City departments, divisions, and functions as needed


Essential Functions

Essential responsibilities and duties include, but are not limited to, the following:
  • Respond to citizen’s inquiries and complaints of alleged violations; interview complainants and witnesses; and take photographs of violations and document activities.
  • Perform research to determine if the alleged violations exist and take action to gain compliance.
  • Perform proactive investigations of problem areas.
  • Coordinate with various outside agencies regarding code enforcement activities including police, fire and health.
  • Prepare notices of violations.
  • Use mobile computers, peripherals, or other equipment to assist in investigations while in the field.
  • Document enforcement actions within Code Compliance tracking software.
  • Prepare reports for court or administrative proceedings; testify in court and at administrative proceedings.
  • May aid other City functions, divisions, and departments when needed.


Typical Qualifications

  • Has experience in customer service, public contact, recreation, parks, public safety, security, parking enforcement, field operations, or a related area
  • Is comfortable working independently on evenings, weekends, and late-night shifts

MINIMUM QUALIFICATIONS
Experience :
One (1) year of work experience involving customer/public contact, field work, recreation, parks, public safety, enforcement, security, parking, community services or related work.

OR

Education/Training :

Possession of an Associate’s degree or the completion of two (2) years of college level coursework from an accredited US college or university .

Licenses and Certifications:
  • Possession of, or ability to obtain, a valid Class C Driver License at the time of appointment
  • Completion of PC 832 Arrest, Search, and Seizure certification within six (6) months of appointment
  • Possession of, or ability to obtain, a California Association of Code Enforcement Officers Code Enforcement Officer II certification within two (2) years of appointment
Special Requirements
Employees in this job class must be willing to work any shift, including weekends. May be required to wear personal protective equipment when necessary.

WORKING CONDITIONS

Work Environment:

The work environment takes place indoors in an office setting, and outdoors in the field. When working in the field, incumbents travel from site-to-site and work at construction site environments. Work involves exposure to noise, dust, inclement weather conditions; work at heights on scaffolding and ladders; work on uneven surfaces; inspect in confined spaces; and work around heavy construction equipment.

Physical Requirements:
  • While working within the office, work may require extensive sitting and some standing and walking; while working outdoors in the field or construction sites, work may require frequent standing and walking for prolonged periods of time
  • Light lifting, carrying, pushing, and/or pulling of boxes and files
  • Bending, stooping, and climbing when conducting inspections or performing other related tasks
  • Manual dexterity to operate a computer keyboard and other office equipment, handle files and documents
  • Hearing and speaking to exchange information in person or on the telephone
  • Visual acuity to see/read documents and computer screen
  • Operate motorized vehicles

The City of San Clemente provides excellent benefits which include:

FLEXIBLE WORK SCHEDULE - Most positions work a 9/80 work schedule.

HOLIDAYS - The City presently recognizes 12 regular holidays, plus two floating holidays.

VACATION - Employees accumulate vacation at the rate of 104 hours per year increasing to a maximum of 176 hours based on years of service.

SICK LEAVE - Accrual of 8 hours per month.

INSURANCE - The City provides a comprehensive benefit package including employee medical, dental, vision.

LIFE INSURANCE - Value equal to two times annual earnings up to a maximum of $100,000.

DEFERRED COMPENSATION - Employees may elect to enroll in a voluntary plan and defer up to the IRS permitted annual maximum. Employees may defer up to a maximum of $24,500 annually in 2026. Individuals aged 50 and older can contribute up to $8,000 in catch-up contributions to these plans.

RETIREMENT - The City of San Clemente is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA). The retirement formula for new employees is based on the category below that the new employee falls under. Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
NOTE: The City is also a member of the Social Security system. As such, Full Time employees make contributions to Social Security in addition to their CalPERS contributions.

Classic Member:

Retirement Formula: 2% @ 55

Definition:

CalPERS refers to all members that do not fit within the PEPRA definition of a "new member" as "classic members" who are subject to the Public Employees' Retirement Law (PERL). PEPRA allows a member after January 1, 2013, to retain his/her classic member retirement benefit status if the member continues his/her membership in all previous California Public Retirement System(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in CalPERS membership within six months of separating from the most recent California Public Retirement System. Classic member status also requires the membership date to be on or before December 31, 2012, in a California Public Retirement System in which reciprocity is established.

New Member:

Retirement Formula: 2% @ 62

Definition: A new member is defined in PEPRA as any of the following:
  • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has no prior membership in any California Public Retirement System.
  • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has a break in service of greater than six months with another California Public Retirement System that is subject to Reciprocity.
  • A member who first established CalPERS membership prior to January 1, 2013, who is rehired by a different CalPERS employer after a break in service of greater than six months.
