A Management Analyst II job is available with the City of Fort Worth, Transportation & Public Works Department, Business Support Division.
The Transportation and Public Works Department is a fast paced and rewarding department that is responsible for a wide array of services to the citizens of Fort Worth including: managing City roadways, drainage structures, alleyways, streetlights, street signs, pavement markings, traffic signals, and the delivery of infrastructure related capital projects. The Department is comprised of 500 staff members, has an annual operating budget of $112 million and an annual capital program of $100 million.
Minimum Qualifications:
- Master's degree from an accredited college or university with major coursework in Public Administration, Finance, Business Administration, or related field
- Two (2) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience
Preferred Qualifications:
- Experience in accounts payable, procurement, and budgeting of capital and/or construction projects
- Knowledge of governmental accounting, financial accounting for capital projects funding and project capitalization
- Knowledge of PeopleSoft Financials (or similar ERP systems), eBuilder (or similar PMIS systems) and Bonfire (or similar procurement systems)
- Advanced Microsoft Office Suite (Word, Excel and PowerPoint)
- Supervisory experience
- Ability to analyze and resolve complex financial issues
The Management Analyst II job responsibilities include:
- Lead Stormwater financial activities: Draft and process Stormwater-related M&Cs; monitor budgets, expenditures, commitments, and project allocations; and ensure accurate and timely financial transactions
- Supervise staff and provide work direction: Assign and review work, establish priorities, provide guidance and training, monitor performance, and ensure work is completed accurately and timely
- Perform financial reconciliations and analysis: Reconcile programmable projects, POs, contracts, commitments, and expenditures; identify discrepancies; and coordinate corrections and project closures
- Oversee project and grant financial reporting: Lead financial activities for FW Central City and future grant-funded projects, including reporting, reimbursements, accounting transactions, and compliance with funding requirements
- Oversee accounts payable activities: Provide oversight of accounts payable activities, including the review and processing of retainage and exception payments, and ensure accurate, timely, and compliant payment processing in accordance with applicable policies and procedures
- Maintain procedures and internal controls: Develop and update the Stormwater Business Support Manual, procedures, and controls to improve consistency, efficiency, and financial accountability
- Provide training and technical support: Train and assist Project Managers and staff with PeopleSoft and eBuilder, including project setup, budgets, commitments, and financial transactions
- Provide financial and administrative coordination: Work with Project Managers, Accounting, Procurement, and Grants to resolve financial issues, ensure compliance, and support effective project delivery
- Perform other duties as assigned

Medical Program
The City offers two plan options through Meritain Health, an Aetna company.
The Health Center Plan – Offers employees and their family’s

Employees can visit any one of the three City of Fort Worth Employee Health Centers and receive guaranteed same or next day appointments for sick visits. Also, services are available at any one of the five satellite locations that serves employees across the city.
The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).
• Preventative services are covered at 100% on both plans.
• Prescription Drug coverage including mail order pharmacy are also included.
Vacation
Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.
Holidays
Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.
Wellness Program
The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
