Senior Program Analyst
The Office of Access & Inclusion (OA&I) leads the grantmaking for legal services, and policymaking on access to justice and diversity, equity, and inclusion work at the State Bar. In 2026, OA&I, working with the Legal Services Trust Fund Commission and the Board ofTrustees, distributed approximately $300 million to 118 nonprofit legal aid organizations serving all 58 California counties. OA&I also supports various initiatives to promote and advance diversity, equity, and inclusion in the legal profession by partnering with other offices of the State Bar and external stakeholders.
The State Bar of California seeks a full-time Senior Program Analysts to join its access to justice and diversity and inclusion team. Responsibilities may include: researching and drafting policy about legal profession regulations and emerging models of legal services delivery; developing and maintaining a research, policy, and programming portfolio for OA&I's California Access & Inclusion Lab, with particular emphasis on rural access, immigrant justice, and housing rights; monitoring changes in funding streams, legislation, and policy impacting California's legal aid ecosystem; leading and managing projects to advance access to the legal system and diversity, equity, and inclusion in California's legal profession; and maintaining important relationships with volunteers, agencies, grantees, and other stakeholders. A small portion of the Senior Program Analyst's responsibilities may include grants administration. This position will require travel to visit in-person with State Bar grantees and other stakeholders.
The successful candidate will be an excellent communicator with precise writing and analytical skills; demonstrate sound judgment and attention to detail; and have strong project management and organizational skills. Because of OA&I's work with public commissions and councils, other State Bar offices, and external stakeholders, collaboration and relationship building skills are essential. Experience in policy analysis or legal aid is a plus. The team values people who bring a passion for social justice, collegiality, and integrity to the workplace.
