Essential Job Functions

  • Operates high-pressure steam or hot water boilers by monitoring gauges and adjusting controls to ensure optimal performance and compliance with safety regulations.
  • Maintains and repairs refrigeration and air conditioning units using various hand and power tools to ensure efficient operation of facility systems.
  • Inspects equipment by conducting regular checks and testing to identify malfunctions and initiate necessary repairs or preventative maintenance
  • Adjusts and calibrates control instruments and safety devices using electronic and manual methods to maintain proper operating conditions in heating and refrigeration systems.
  • Monitors and records plant operations using computer-based systems to maintain accurate logs for regulatory compliance and operational audits.
  • Tests water quality in boilers and cooling systems by analyzing samples and applying corrective chemicals as needed to protect equipment from degradation.
  • Coordinates with outside contractors by overseeing their work and ensuring tasks are completed to required specifications and safety standards.
  • Operates and synchronizes emergency diesel-powered electric generating equipment using electronic controls to maintain facility power during outages.
  • Requests quotes and generates purchase orders for equipment and services by evaluating vendor proposals to budget effectively and maintain operational readiness

Requirements

Requirements to Qualify:
Option 1: Completion of a Stationary Engineer's or Operation/Maintenance Engineer's apprentice program*.
or

Option 2: Five years of experience in the operation and maintenance of high- or low-pressure gas or oil-fired boilers and auxiliary equipment, one year of which must have been in the operation and maintenance of refrigeration equipment. One year of classroom training from a trade school, college, a branch of military service, or other equivalent accredited school** in the operation, maintenance, and repair of refrigeration equipment, combustion controls or industrial controls equipment, boilers, or water treatment systems related to power plant operations, in any combination, may be substituted for one year in the operation and maintenance of refrigeration equipment.
License:
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • An Unlimited Steam Engineer's License*** issued by the City of Los Angeles' Department of Building and Safety.
  • Environmental Protection Agency (EPA) approved Universal Technician Certificate*** in compliance with Federal license requirements as provided in Chapter V, Section 608.
Physical Class:
3 - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

Special Requirements Information:
* To qualify under Option I , applicants MUST submit a photocopy of the certificate of completion of a recognized Stationary Engineer's or Operation/Maintenance Engineer's apprentice program. Apprenticeship training programs must be recognized by a national, global, or regional accrediting agency, the California State Department of Education, the California State Department of Labor Division of Apprenticeship Standards, or the Council for Private Postsecondary, and Vocational Education.
** To receive credit for your education, include a legible copy of all relevant official documents, including your diploma, transcript, or letter/certificate from an accredited institution or email it to Dlin@isd.lacounty.gov within five (5) business days of filing your application. The document should show the date the degree was conferred and be in English. If not in English, then translation is required. Documents marked as unofficial will not be accepted. ***You must attach a photocopy of the required Unlimited Steam Engineer license and EPA 608 certificate within five (5) business days of filing the application . Applications submitted without the required evidence of licensure and certification will be rejected as incomplete.

Desirable Qualifications:
Additional points will be awarded for applicants who possess the following Desirable Qualifications.
  • Additional years of experience beyond the requirements
  • Coursework or certificate** of program completion in Blueprint Reading (Mechanical, Electrical, Plumbing), Programable Logic Control (PLC), or Piping and Instrumentation Diagram (P&ID), or electrical technology
  • Experience coordinating maintenance with contractors and vendors in an Industrial Plant setting
  • Experience working with Absorption Refrigeration Units (ARU’s) in an Industrial Plant setting
  • Experience with Johnson Controls, Siemens, or Honeywell Building Management System BMS/BAS in an Industrial Plant setting
  • An Unlimited Steam Engineer's License*** with a Turbine Endorsement issued by the City of Los Angeles' Department of Building and Safety

Our Assessment Process:

This assessment type will evaluate the training, experience, and education you list on a questionnaire and assign a score based on a standardized scoring system. This part of the assessment is worth 100% of your total score and assesses: Training and Experience and Desirable Qualifications.

Applicants must receive a passing score of 70% or higher on the assessment to be added to the list.

Eligibility and Vacancy Information:

Applicants who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and added to the list accordingly. The resulting eligible list for this examination will be used to fill a vacancy located in the Power Plant Operations Section of the Internal Services Department.
