Green Infrastructure Technician II

Purpose:

This position performs skilled maintenance work on green infrastructure assets, using best management practices and maintaining industry standards. Work includes tree care, invasives management, restoration to improve ecological function of City-owned property and easements, and other tasks related to climate resilience.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Performs tasks related to green infrastructure maintenance, including mowing, planting, pruning, seeding, weeding, applying herbicide, watering, string trimming, debris removal, trash pickup, mulching, digging, removing woody species, and general tree care.
  • Skillfully operates and maintains relative equipment, such as zero turn mower, chain saw, weed eater, lawn blower, hand saw, pole saw, seed drill, backpack sprayer, watering trailer, various hand and power tools.
  • Performs land management tasks in open spaces, creeks, channels, floodplains, and easements within open waterways and wet environments, including but not limited to: wildfire risk reduction, invasives management, maintaining new plantings, brush management, and maintenance of related infrastructure such as fencing, signage, irrigation systems, and hardscapes.
  • Uses knowledge and experience to identify plants, and trains others on plant identification.
  • Drives trailers to haul equipment and materials to various locations throughout the City to complete work as assigned. Conducts all proper pre-trip inspections, including ZONAR and written forms, to ensure proper operating conditions prior to leaving for the job site (E.g., checks oil, water, fuel, tires, hydraulic system, etc.). Reports malfunctions and repair requirements to the crew lead or supervisor.
  • Adheres to Federal, State, and City policies, codes, regulations, and ordinances.
  • Prepares daily documentation such as daily trip logs, photographs, inspection forms, and other forms as required.
  • Participates in on-the-job and skill-based training in order to meet team and department goals and objectives.
  • Performs irrigation maintenance and installation.
  • Follows established standard operating and safety procedures and required documentation for assigned tasks.
  • Performs traffic control at job sites if needed.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of safety regulations and the ability to demonstrate safety requirements in the performance of assigned tasks to include the safe operation of hand and power tools.
  • Skill in producing finished quality maintenance and repairs with minimum rework.
  • Ability to work in stormwater management facilities; reconstruction/rehabilitation/maintenance.
  • Ability to check jobsite for marked hazards utilizing Job Hazard Analysis
  • Ability to understand and follow written, oral, and computerized instructions, log onto a computer, complete electronic forms, reports, and online training.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to work in outdoor environments during a variety of weather conditions.
  • Ability to lift/carry up to fifty (50) lbs. of equipment.


Minimum Qualifications:

  • Graduation from an accredited high school or equivalent, plus three (3) years of experience in drainage maintenance and/or landscaping.
  • One (1) year of additional related experience may substitute for one (1) year of high school, up to a maximum of four (4) years.


Preferred Qualifications:
  • On the job experience performing landscape maintenance.
  • Experience with arboriculture tasks, such as tree pruning, planting, or removals.
  • Experience operating a Chipper, Tractor, Grapple Loader, aerial lift.
  • Knowledge of Central Texas plants.
  • On the job experience applying chemicals.


Licenses and Certifications Required:

  • Valid Texas Class C Driver License. Maintain a good driving record.
  • Must obtain TDA Applicators license within six (6) months of hire.
  • Must obtain appropriate certification(s) as specified for the position within six (6) months of hire.


Physical Requirements:

  • Continuous outdoor activity.
  • Frequent sitting, standing, walking, squatting, bending, twisting upper body, climbing.
  • Exposure to extreme heat, cold, noise, inclement weather, electrical hazards, mechanical hazards, fume/odor hazards, toxic waste/material hazards.
  • Occasional kneeling, crawling, carrying/lifting up to fifty (50) pounds.
  • Indoor activity.

POSITION OVERVIEW

This position will be a part of a green infrastructure maintenance crew that performs grounds maintenance and landscaping functions in and around drainage easements and infrastructure, such as rain gardens, creeks, and floodplain areas. This may include tree trimming and removal, herbicide application, mowing of WPD managed lands, invasive management, fuels mitigation, planting, watering, weeding, and maintaining trees, shrubs, grasses, and other plant material. Paperwork such as daily task reports, Job Hazard Analysis, pre-trip and post-trip documentation for herbicide application, before and after pictures.

SALARY RANGE:
Min: $27.06 - Mid $32.34, depending on qualifications and experience.

DAYS AND HOURS
40 hours per week, Monday - Thursday, 6:00 a.m. to 4:30 p.m.
May require working outside of normal business hours as dictated by business needs. In addition, work schedule may change to a rotating shift during weather events. Must be agreeable to accepting on-call assignments which might result in a call-back to work.

This position has been designated as an Essential Employee position. In the event of a city-designated extraordinary situation or emergency condition, essential employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees, as well as ensure the continuity of essential operations. Essential Employees may be called back in during such events, required to modify their schedule, assigned to a city-designated work site, or retained on-site to assist with operations and recovery.

TRAVEL:
If you are selected for this position and meet the Driver Safety Program in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

DRIVING REQUIREMENTS

This position requires a Texas Commercial Driver License, or the ability to acquire one by your hire date. External New Hires must meet the City of Austin's Driver Record Evaluation (DRE) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

COMMERCIAL DRIVER LICENSE

Must have a valid Texas Commercial Driver License. Job offer will be contingent on passing a pre-employment drug and alcohol screening test and thereafter, comply with the Alcohol and Controlled Substance Testing rules as outlined by the City of Austin Alcohol and Drug Policy for Drivers of Commercial Motor Vehicles.

City Government
