The County Assessor leads the Assessor’s Office and is responsible for the fair, equitable, accurate, and legally compliant appraisal and assessment of real property throughout Charleston County. The office currently serves a large and diverse property base of approximately 188,000 real-property parcels and 8,700 titled mobile homes.

This position provides executive leadership for property valuation, reassessment, property records, appeals, special assessment programs, mobile-home administration, staff development, and public service.

The successful candidate will combine strong knowledge of property valuation and South Carolina property-tax law with excellent leadership, communication, analytical, and organizational skills.

HIRING SALARY RANGE: $107,286 - $140,524 (Estimated Annual Salary)

Duties and Responsibilities

Essential Responsibilities:
  • Direct the overall operation of the Charleston County Assessor’s Office.
  • Establish and maintain effective policies, procedures, performance standards, and internal controls.
  • Manage office resources, technology, records, contracts, and operating budgets.
  • Promote a professional, customer-focused environment for property owners and the public.
  • Ensure that office operations comply with applicable federal, state, and county laws, regulations, policies, and professional standards.
  • Oversee the appraisal and assessment of real property throughout Charleston County.
  • Ensure that property is appraised fairly and equitably at market value or applicable special-use value as required by law.
  • Direct the analysis of real-estate sales, market trends, construction activity, property characteristics, income data, and other information relevant to valuation.
  • Maintain accurate property records, tax maps, sales information, building information, and other assessment data.
  • Oversee the identification and listing of taxable property and changes to property characteristics.
  • Ensure reassessment activities comply with South Carolina law and applicable Department of Revenue requirements.
  • Represent Charleston County in property-tax appeals before the Board of Assessment Appeals and Administrative Law Court, as necessary.

Oversee the administration of programs including:
  • Legal residence special assessment
  • Agricultural-use special assessment
  • Other exemptions and special valuation programs authorized by South Carolina law


Minimum Qualifications

Minimum Qualifications:

Candidates should possess a combination of education, professional experience, technical knowledge, and leadership ability sufficient to perform the duties of the position.

Preferred qualifications include:

  • A Bachelor's Degree in Real Estate, Finance, Business Administration, Economics, Accounting, Public Administration, or a closely related field is preferred, along with substantial professional experience in property appraisal, assessment, taxation, or government administration.
  • S.C. Certified Residential or Certified Commercial Real Estate Appraiser
  • Significant experience in real-property appraisal, mass appraisal, property assessment, property taxation, or a related field.

  • Progressive management or executive leadership experience.
  • Knowledge of SC Code of Laws, SC Department of Revenue, SC Regulations, Uniform Standards of Professional Appraisal Practice, and County Policies and Procedures, and all other laws and regulations pertaining to property appraisal and assessment for property tax purposes.
  • Experience with CAMA, GIS, tax-mapping, property-record, or related assessment technologies.
  • Demonstrate experience managing professional appraisal personnel.
  • Strong written, verbal, analytical, and public-presentation skills.
