The United States Space Force (USSF) at Vandenberg SFB, Lompoc, CA is searching for a Program Analyst, Space Delta 1 to support the Space Training and Readiness Command (NH-1101-04, GS-14/15 equivalent). Space Delta 1 (STARCOM) is seeking an exceptional senior defense leader to serve as a Program Analyst at the NH-04 level, spearheading warfighting readiness, operational doctrine, and advanced space training to ensure Guardians prevail in contested and degraded operational environments. Serving as the senior advisor to the Space Delta 1 Commander and STARCOM leadership, the Director bridges high-level defense strategy with rigorous fiscal execution by leading the full Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. Candidates must demonstrate extensive mastery of DoD resourcing systems, proven executive leadership in joint military-civilian environments, and the ability to obtain and maintain a Top Secret / SCI security clearance.

As a leader, they must be a highly adaptable, emotionally intelligent executive capable of successfully supervising and unifying a joint force of military and civilian personnel within a dynamic defense environment. Ultimately, a strategic operator who can translate national security goals into funded, executable programs while mentoring and leading a diverse mission-focused team.

Knowledge, Skills & Abilities:

  • Knowledge of the Department of Defense planning, programming, budget and execution system (PPBE) and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major Space Force missions and operations plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
  • Knowledge of Space Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Knowledge of the Space Force Strategic Basing process to include the Basing Request Review Panel (BRRP), the Strategic Basing Executive Steering Group (SBESG), and the Space Force Corporate Structure.
  • Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them.
  • Knowledge of Space Force installations to include the interaction of Total Force (Air National Guard and Air Force Reserve).
