DescriptionUnder general direction and following established medically-approved policies and procedures, the incumbent implements specialized skilled nursing processes pertinent to quality management, patient safety, and performance improvement in designated hospital units of Ventura County Medical Center.
Quality Assurance and Performance Improvement Nurse: The incumbent will support and facilitate quality assurance and performance improvement initiatives aimed at enhancing patient care, safety, and regulatory compliance. They will collaborate with a multidisciplinary team to improve clinical outcomes, support quality management studies, and ensure continuous compliance with healthcare standards and regulations.
Distinguishing Characteristics:The Senior Registered Nurse-Hospital is distinguished from other staff nursing classifications in that incumbents demonstrate advanced competency skills reflecting specialized knowledge specific to the assigned hospital unit; participate in performance improvement processes; and provide technical direction. Incumbents are expected to work at the full scope of their licensure/specialty area with a decreasing amount of supervision commensurate with their experience.
PAYROLL TITLE: Senior Registered Nurse - Hospital
WHAT WE OFFER: The County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that includes:- Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
- Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
- Certification Pay - $0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. One of the five certifications may be paid at $2.00 per hour for a National Certification.
- Evening Shift Differential - 7.5%
- Night Shift Differential - 15%
- Weekend Shift Differential - $2.00 per hour
- Continuous County Service Incentive Pay - 1% for 7 years, 1.25% for 12 years and 1.5% for 17 years
- Preceptor Pay - $2.50 per hour
- House Supervisor Pay - $4.00 per hour
- Charge Nurse Premium Pay - $2.50 per hour
- Float Nurse Premium Pay - $3.50 per hour
- In House Registry Pay -
- Non-overtime is 1.75 straight time base hourly rate
- Overtime is 2 times base pay straight time base hourly rate
- Standby Premium Pay - ¼ of regular hourly wage or Federal minimum wage (whichever is greater)
- Health Plans - Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.

Sr. Registered Nurse-Hospital is represented by the California Nurses' Association (CNA) and is eligible for overtime compensation.

Examples Of DutiesDuties include but are not limited to the following:
- Administers basic and advanced competency nursing care in accordance with VCMC/SPH policies and procedures and Patient Bill of Rights;
- Performs clinical abstraction for specific patient population/diagnosis group;
- Conducts clinical medical records reviews as related to performance improvement and patient safety;
- Assists with quality management studies through data collection, data input and report development;
- Assists with the coordination, design, development, implementation and evaluation of quality improvement activities as assigned;
- Assists with licensing and certification surveys/visits and related work as assigned;
- Participates in performance improvement and patient safety committee meetings as required;
- Attends and participates in committees as a QAPI representative, as assigned;
- As assigned, conducts rounds to monitor regulatory compliance and patient safety;
- Develops monitoring tools for the purpose of data collection and quality improvement;
- Organizes and coordinates project planning, group process facilitation, training, and appropriate follow-up;
- Analyzes, interprets and provides recommendations based on quality principles;
- Utilizes the Plan-Do-Study-Act (PDSA) Model for Improvement when conducting small tests of change;
- Integrates quality improvement and performance improvement activities throughout the organization through education and promotion;
- Develops, implements and documents performance improvement processes in collaboration with identified groups; and
- Performs other related duties as required.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCERequires two (2) years of experience as a full-time professional registered nurse in a clinical nursing patient care delivery setting, and two (2) years of full-time experience in Quality Improvement.
NECESSARY SPECIAL REQUIREMENTS- Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California
- Must possess a current, valid Basic Life Support (BLS/CPR) certification
DESIRED- Bachelor of Science in Nursing and/or master’s degree is strongly preferred.
- Experience leading a multidisciplinary team towards improved outcomes, utilizing evidence-based quality management and reporting tools to enhance operations.
- Experience preparing clear, concise, and comprehensive technical reports.
- At least one (1) year of experience in a quality, informatics, utilization review, compliance or related position.
- CPHQ certification. If not possessed at hire, should be achieved within 3 years.
KNOWLEDGE, SKILLS, and ABILITIES:Comprehensive knowledge of: the principles, practices, and techniques used in advanced nursing care of specialized units; principles and practices of quality management; Federal, state and local laws, rules, regulations, policies, processes, and mandated procedures pertinent to performance improvement and quality management.
Working knowledge of: performance improvement processes, hospital based/nursing committee practices, and patient and staff education methods.
Working ability to: provide direction to others; self-direct continuing education needs, provide a positive role model and public image; work proficiently in emergency and/or stressful situations; maintain confidentiality of patient/client information; effectively establish and maintain working relationships with medical staff, co-workers, patients and the public; and communicate effectively, both orally and in writing.
