About the Opportunity This recruitment will close after 50 applications have been received THE POSITION Behavioral Health and Recovery Services (BHRS) is seeking a Staff Services Analyst (SSA) to join the Quality Services Team. The Quality Services and Risk Management is a dynamic administrative team in the BHRS Behavioral Health Plan Administration Division dedicated to improving community wellness through quality services, quality improvement and regulatory excellence. This position plays a critical administrative and analytical role in ensuring department compliance with federal, state, and local behavioral health regulations, and in supporting quality improvement efforts across multiple systems of care, including Mental Health and Drug Medi-Cal Organized Delivery System (DMC-ODS). The SSA will provide support in policy monitoring, data tracking, audit preparation, certification maintenance, and performance reporting to enhance service delivery and regulatory integrity.

The ideal candidate will possess exceptional organization, communication and interpersonal skills with a teamwork attitude. In addition, this SSA will be responsible for working side by side program and leadership staff by providing support and technical assistance to the Mental Health and Drug Medi-Cal Organized Delivery System (DMC-ODS) system. click here. Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid- Management/Supervisory bargaining unit for labor relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding). Typical Tasks Regulatory Compliance & Program Support - Review, assign, and monitor implementation of Behavioral Health Information Notices (BHINs) from Department of Health Care Services (DHCS).
- Prepare internal documentation and support the facilitation of state and federal audits.
- Collaborate with Compliance to issue and review Corrective Action Plans (CAPs) for non-compliance.
- Maintain and track Medi-Cal program certifications and renewals for BHRS and contracted providers.
- Ensure timely communication with state and federal oversight bodies.
- Assist in the launch and implementation of new initiative resulting from changes in federal and state laws and regulations.
Data Analysis & Reporting - Track and analyze audit findings, training outcomes, and quality of care trends.
- Assist with reporting requirements for Quality Assurance and Performance Improvement (QAPI), Performance Improvement Projects (PIPs), and Quality Improvement Committees (QICs).
Policy, Technology & Systems - Support the development and implementation of department policies and procedures.
- Participate in testing, training, and report building, particularly in the symplr platform or any new adopted software.
- Assist in the development of internal tools to support program monitoring and regulatory compliance.
Administrative Support & Collaboration - Complete administrative tasks with a high degree of accuracy and detail, including tracking and analyzing data related to program certifications, documentation, and audit readiness.
- Collaborate closely with the BHRS Quality Services Manager, Risk Manager and Quality Services, Behavioral Health Specialists, and Mental Health Clinician III staff to support departmental changes.
- Participate in a variety of community collaborative and capacity-building efforts, contributing to the department’s mission of improving service quality and access across the system of care.
- Provide Technical Assistance to the BHRS Department in the areas of Quality Improvement, Risk Management, Medi-Cal Requirements, Medi-Cal Certification, Member Informing Material, Billing for Services, etc.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience) KNOWLEDGE - Data collection methods and tools.
- Research and analysis techniques, including statistical concepts and methods.
- Familiarity with outcome measurement terminology and Results-Based Accountability (RBA) frameworks.

- One (1) year of increasingly responsible experience related to the typical tasks described above; OR
- One (1) year of experience performing duties comparable to the position of a Stanislaus County Staff Services Technician performing complex analytical work and demonstrating proficiency in preparing, interpreting and explaining data and regulations.
