    The Position

    The City of Riverside, Public Utilities Department is accepting applications for the position of Construction Inspector I, II or Senior (depending on experience) to fill one (1) vacancy in the Water Engineering Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

    The Construction Inspector I OR II checks, evaluates, and inspects workmanship and materials on a variety of public works or utility construction projects for conformance with plans, specifications and departmental regulations

    The Senior Construction Inspector leads, oversees, and performs construction inspections of the workmanship and materials in a variety of public works or utility construction projects. They ensure compliance with plans, specifications, and departmental regulations

    Pay Ranges (Tier 2/3):
    Construction Inspector I: $34.98/hr - $42.51/hr
    Construction Inspector II: $41.72/hr - $50.72/hr
    Senior Construction Inspector: $47.41/hr -$57.62/hr

    Work Performed

    When working as a Construction Inspector I , typical duties may include, but are not limited to, the following:
    • Review, evaluate, and check plans and specifications for various types of public works and utility construction projects. Specific types of construction projects include; water, street, sewer, and storm drain. This includes the ability to communicate, engage, and work closely with upper level staff to ensure conformance of plans and standards
    • Identify, determine, and check the placement of all work in the public right of way throughout the City. Ensure installation of piping, fire hydrants, appurtenances, and other plumbing are in compliance with regulations, according to project plans, specifications, and City standards.
    • Inspect materials conform to project specifications and/or City standards; take, gather, and compile samples of materials for examination or analyses by laboratories; perform routine field tests.
    • Observe and properly report through documentation work from start to completion; record amounts of materials used; survey the work of hired contractors to ensure quality and workmanship; take photos of project progress and document any changes that occur on site.
    • Interact, engage, and communicate with various contractors; conduct and attend meetings during the project.
    • Inspect adjacent properties for damage from construction activity; help locate utility structures ahead of work sites; provide knowledge and expertise to ensure a safe and effective construction environment.
    • Maintain a safe work environment for construction workers and the public; ensure the installation of appropriate signage, traffic control methods, and apparatuses to keep the general public safe.
    • Coordinate with other City departments and utilities; submit project quantity reports, ensuring timely contractor payments.
    • Perform other duties as assigned.

    In addition to above when working as a Construction Inspector II, the duties may include, but not be limited to, the following:
    • Check line, grade, size, elevation and location of structures; identify, indicate, and clearly mark location of various appurtenances on plans. Ensure work adheres to construction surveys.
    • Inspect adjacent properties for damage from construction activity; help locate other utility structures ahead of work sites; provide knowledge and expertise to ensure a safe and effective construction environment for projects within the City.
    • Confer, communicate, and speak with property owners regarding project schedule, hazards and inconvenience; demonstrate strong project knowledge and excellent customer service.
    • Schedule service interruption with least interference and least inconvenience to properties.
    • Prepare as built plans for completed projects.
    • Perform other duties as assigned.


    In addition to above when working as a Senior Construction Inspector, the duties may include, but not be limited to, the following:
    • Assign, schedule, and delegate construction inspection work to subordinate inspectors; provide direction, oversight, and leadership to ensure compliance with policies, standards and regulations, and to monitor inspection work.
    • Review plans and specifications of assigned projects with construction supervisors; interpret and apply construction knowledge to various plans, drawings, and blueprints; indicate location of various appurtenances on plans.
    • Inspect materials, equipment, and tools for identification to ensure compliance with specifications; monitor safety hazards and proper construction procedures
    • Gather, compile, and submit samples of materials for examination or analysis by laboratories.
    • Perform routine field tests and inspections; identify defects and deficiencies and determine the stage of construction during which defects are most easily found and remedied.
    • Analyze issues encountered in the field and work with contractors to determine equitable solutions without compromising quality, intent, function, and budget of project.
    • Observe work during progress and upon completion; check line, grade, size, elevation and location of structures; record amounts of materials used, and work performed.
    • Inspect, check, and evaluate adjacent properties for damage from construction activity; confer, engage, and communicate with property owners regarding project schedule, hazards, and inconvenience.
    • Coordinate and collaborate work with other city departments and utilities to ensure cohesion, transparency, and efficiency; help locate other utility structures ahead of work sites.
    • Schedule service interruptions to ensure the least interferences and least inconvenience to properties and property owners.
    • Prepare, create, and draft as built plans for completed projects; monitors compliance with air and water quality regulations.
    • Lead and train subordinate inspectors; provide direction, delegation, and insight; resolve more challenging inspection related questions or concerns, and provide guidance for successful work operations.
    • Perform other duties as assigned.


    Qualifications

    Qualifications for Construction Inspector I:

    Education:High School graduation or satisfactory equivalent (GED).

    Experience: Two years of experience performing construction inspections.

    Qualifications for Construction Inspector II:
    Education: High School graduation or satisfactory equivalent (GED).

    Experience: Three years of experience performing construction inspections for residential, commercial, or industrial properties.

    Qualifications for Senior Construction Inspector:

    Education: High School graduation or satisfactory equivalent (GED). An Associate’s Degree in Construction Technology or a Public Works Inspection Certificate is highly desired.

    Experience: Four (4) years of experience performing public works related construction inspections or related inspection work OR an Associate’s Degree in Construction Technology or a closely related field AND two (2) years of experience performing public works related construction inspections or other related
    inspection work.

    Highly Desired Qualifications for Construction inspector I, II or Senior:

    Knowledge/Experience with the following:
    • Water construction plans and specifications (Green Book and Traffic Watch Manual)
    • Various construction materials used for domestic water pipelines
    • Safety guidelines for open cut trenches
    • Flushing and disinfection procedures for domestic water domestic pipelines
    • Asphalt and concrete construction as it relates to street improvements
    • Possession of a State Water Resources Control Board Water Treatment Operator Grade 2 Certification.
    • Possession of a State Water Resources Control Board Water Distribution Operator Grade 2 Certification.
    • Qualified SWPPP Practitioners (QSP’s) are highly desired and must be obtained within one year of employment as a Senior Inspector.

    Necessary Special Requirement:

    Licenses and Certifications: Possession of, or ability to obtain, a valid Class “C” California Motor Vehicle Operator’s License.

    Service Employees International Union (SEIU) - General Unit

    The City offers an attractive benefits package, the central provisions of which are as follows:

    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,537 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance equal to $100,000. Additional Life Insurance is available and voluntary for employees and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the SEIU MOU for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • State Disability Insurance - Automatic coverage administered by the Employee Development Department (EDD) of the State of California
    • Vacation Accrual - 0-4 yrs. = 80hrs, 5-9 yrs. = 120hrs, 10+ yrs. = 160 hrs.
