    The Position

    The current vacancy is with Social Services in Ukiah.

    The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions in a variety of departments, service areas, and locations throughout the County, should they occur. Pursuant to current bargaining unit agreements, employees regularly assigned to the coastal region or in Covelo are eligible to receive a 5% assignment premium .

    Under general direction, plans, organizes, and supervises accounting support staff and activities; provides highly complex technical and specialized accounting, financial, and budgetary support requiring advanced knowledge and independent judgment; oversees departmental accounting operations and special projects.

    Supervisor Academy is mandatory for all supervisors and consists of nine courses that must be completed within two years. Participation is required and completed during work hours.

    Job Requirements and Minimum Qualifications

    Duties may include but are not limited to the following:
    • Supervises and directs accounting support staff activities in accordance with County policies, procedures, and applicable laws; plans, schedules, and assigns work.
    • Trains staff in accounting procedures and departmental policies.
    • Participates in the hiring process and conducts performance evaluations.
    • Provides coaching and recommends disciplinary actions.
    • Ensures compliance with merit-based personnel practices.
    • Addresses employee complaints and resolves workplace issues.
    • Oversees complex accounting operations, including accounts payable, accounts receivable, departmental payroll processing, and general ledger maintenance.
    • Reviews and analyzes financial reports, statements, and records for accuracy and compliance.
    • Develops, implements, and maintains internal control procedures and accounting processes.
    • Monitors appropriations and tracks budget expenditures.
    • Prepares complex financial reports and statements for local, state and federal requirements.
    • Reconciles accounts and resolves discrepancies.
    • Assists in budget preparation and monitoring; Provides financial analysis and projections.
    • Reviews, monitors, and ensures compliance with applicable MOUs and labor agreements as they relate to payroll, benefits, and other accounting matters.
    • Develops and implements improved operating procedures and work processes.
    • Coordinates with external auditors and other agencies regarding accounting matters.
    • Ensures timely completion of all assigned work.
    • Maintains confidentiality of sensitive information.
    • Resolves complex accounting issues and responds to difficult inquiries from staff, other departments, and the public.
    • Ensures office administrative functions are properly managed (supplies, equipment, coverage)
    • Performs other related duties as assigned.

    MINIMUM QUALIFICATIONS REQUIRED

    Education and Experience:

    Associate’s degree AND two years of progressively responsible experience performing bookkeeping/accounting functions that include processing accounts payable and accounts receivable, preparing a variety of financial reports, and tracking and auditing invoices, with one year of experience serving as a lead worker;

    OR

    One year full-time experience as an Account Specialist III with Mendocino County;

    OR

    A combination of higher education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.

    Licenses and Certifications:

    Valid Driver's License is preferred but not required. Some positions in this classification may require possession of a valid California driver’s license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Knowledge, Skills, and Abilities

    Knowledge of:
    • Principles and practices of effective supervision and training, including work planning, assignment, review, evaluation, and employee discipline.
    • Comprehensive principles and practices of accounting operations, including complex financial analysis, statistical research, and preparation of detailed financial reports and records.
    • Basic government accounting and budgetary principles, including accounts payable, accounts receivable, and payroll procedures.
    • Basic budget and grant preparation, control, and monitoring techniques.
    • Office administrative practices and procedures, including report preparation, filing systems, record keeping, filing methods, and records management techniques.
    • Policies and procedures, codes, ordinances, and departmental operating standards in assigned departments.
    • Applicable federal, state, and local ordinances, laws, rules, and regulations.
    • Correct English usage, including spelling, grammar, punctuation, and vocabulary.

    Skill in:
    • Planning, organizing, assigning, directing, reviewing, and evaluating the work of staff, including training and professional development.
    • Preparing clear and concise reports, correspondence and other written materials.
    • Using discretion, initiative, and sound independent judgment within established guidelines.
    • Analyzing and resolving complex accounting and administrative problems.
    • Researching, compiling, and summarizing various informational and statistical data and materials.
    • Organizing, prioritizing, and coordinating work activities to meet critical deadlines with minimal direction.
    • Interpreting, applying, and explaining complex policies, procedures, and regulations.
    • Establishing and maintaining effective working relationships with staff, other departments, and the public.
    • Operating standard office equipment and computer applications for accounting and financial systems.

    Mental and Physical Abilities:
    • Define problems, collect data, establish facts, and draw valid conclusions to solve complex accounting and administrative issues.
    • Write comprehensive reports, business correspondence, and procedure manuals.
    • Perform advanced mathematical calculations and financial analysis in reviewing purchase orders, developing staffing plans, and preparing budget materials.
    • Make sound decisions and exercise independent judgment in situations with multiple variables and limited standardization.
    • While performing the essential functions of this job, the incumbent is regularly required to sit, use hands to finger, handle, or feel objects, to reach with hands and arms, and speak and hear.
    • Lift and carry, push and/or pull, or move items weighing up to 25 pounds.

    SALARY
    Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

    RETIREMENT

    HOLIDAYS AND PERSONAL LEAVE
    Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

    VACATION
    Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

    SICK LEAVE
    Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

    The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
