    Help build a better, safer future for business and residents in one of the largest, most diverse counties in the U.S. San Bernardino County Land Use Services Department is looking for an energetic Senior Mining Land Use Technician* to join a dynamic team dedicated to outstanding service, innovation, and teamwork.

    The Senior Mining Land Use Technician will need to possess strong verbal communication skills and work with the public and with teammates to explain, interpret, and implement federal, state, and local laws to customers and staff regarding land development and related regulations. This position will serve as a lead Technician in the Mining Division and will be tasked with providing administrative and technical support for the Mining Division staff. This position will also complete initial processing of mining applications, update information in permitting software, calculate fees, create invoices, research property information, and assist staff in the administration of the Surface Mining and Reclamation Act of 1975 ("SMARA," Public Resources Code Section 2710 et seq. and California Code of Regulations, Title 14, Division 2, Chapter 8, Subchapter 1, Section 3500 et seq.), the County General Plan, and Division 8, Chapter 88.03 of the County Development Code. This position may also recommend policy and procedural changes to the Division Chief and may represent supervisors during meetings.

    Key responsibilities may include:
    • Creating annual invoices
    • Monitoring the balances of mining trust accounts
    • Maintaining and updating mining-related spreadsheets
    • Managing financial assurance mechanisms
    • Processing mining transfer of ownership applications
    • Processing intake for new mining permits and mining revision applications
    • Uploading all relevant mining documents to project management system
    • Digitizing and uploading all mining documents into the Mining Division server


    The Senior Land Use Technician will be a leader in a close-knit team of skilled professionals. It is essential that the incumbents has the ability to mentor, inspire, teach, and guide staff. Devotion to teambuilding and outstanding communication are essential.

    THE MINING DIVISION OF LAND USE SERVICES

    San Bernardino County Mining is a division of the Land Use Services Department. Mining Division's primary responsibility is the administration and enforcement of the surface mining regulations enacted by the State of California, which is codified in full within the County Development Code. These regulations include the Surface Mining and Reclamation Act of 1975 (“SMARA”, Public Resources Code Section 2710 et seq. and California Code of Regulations, Title 14, Division 2, Chapter 8, Subchapter 1, Section 3500 et seq.), the County General Plan, and Division 8, Chapter 88.03 of the County Development Code. The Division currently conducts annual mine inspections, financial assurance reviews, and enforcement actions on approximately 90 active surface mines within unincorporated San Bernardino County. Additionally, the Division works closely with the Planning Division to process applications for new mine permits and reclamation plans, as well as revisions to previously approved permits and reclamation plans.

    CONDITIONS OF EMPLOYMENT

    Minimum Requirements

    EXPERIENCE: One (1) year of experience performing technical support duties in a land use, planning, building safety, code enforcement, or weed abatement environment, which includes explaining related regulations and requirements to the public. Experience MUST include ONE (1) year of experience in the administration of the Surface Mining and Reclamation Act of 1975 (“SMARA”, Public Resources Code Section 2710 et seq. and California Code of Regulations, Title 14, Division 2, Chapter 8, Subchapter 1, Section 3500 et seq.).

    Desired Qualifications

    The ideal candidate will be process driven with the ability to lead a team in providing customer service. This candidate must be able to work in a fast-paced environment while making sound decisions and handling unforeseen conflict. Demonstrated skills in mentoring and training fellow staff is highly desirable.
