POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThis position is primarily responsible for operating a jetter or jetter/vacuum combination truck as well as supporting the field operations for the Utilities Operations Division. Candidates should also be skilled in the operation of a variety of other light and heavy construction and maintenance equipment used to repair and maintain sewer lines.
It is a mandatory requirement of this position to work overtime, take weekend duty, and be on call for emergency work such as snow removal, water breaks, and sewer backups. Applicants must be able to respond to the City of Westminster Municipal Service Center within 30 to 45 minutes when on call, including in inclement weather. This is a safety sensitive position.Operating Hours are Monday through Thursday from 6:30 a.m. to 5:00 p.m.
The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities, and Tasks Technical Operations & Program Support
- Operates jetting and combination cleaning equipment to maintain sewer lines and prevent system blockages
- Demonstrates knowledge in procedures and equipment related to the operation and maintenance of the collection system
- Performs routine and emergency repairs to collection system infrastructure, ensuring work meets safety and quality standards
- Supports compliance and asset management programs by accurately documenting work, reporting system conditions, and assisting with inspection or data collection efforts.

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Required :- Graduation from high school or possession of a GED
- Must possess a valid driver’s license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
- Minimum two (2) years of experience in the operation of a wide variety of light and heavy equipment used in utilities construction and maintenance work
- Minimum two (2) years of experience in utilities operations: wastewater collections (preferred) and/or water distribution
- Must currently possess State of Colorado Class 1 Collections Certification with the ability to obtain a Class 2 Collections Certification within 12 months of hire
- Must possess a Commercial Driver License with the following endorsements: Air Brakes, Tanker, and Combination Vehicle/Class “A” License
- Must be able to pass a DOT (Department of Transportation) physical upon hire and then every two (2) years after that
Preferred :- Three (3) or more years of experience in the operations and maintenance of wastewater collections systems
- CPR/first aid knowledge
- Certified for working in the field for the following: confined space entry, gas detection, Asbestos awareness, cement pipe awareness, and flagger training
Incumbent can progress from Utilities Operator II to Utilities Operator III upon the receipt of State of Colorado Collection certification Class 3 along with the request of the immediate supervisor. Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements This position is physical in nature and requires sufficient physical strength and stamina to:
- Constantly sit while driving to and from work sites and operating heavy equipment on site, constantly walk on uneven terrain to assure crew safety and quality of work; frequently stand on uneven terrain
- Frequently squat and kneel in awkward confined spaces; occasionally crawl to inspect heavy equipment and work performed and balance to enter and exit vehicles and heavy equipment at elevated heights; constantly climb to enter equipment and vehicles at elevated heights; constantly bend to observe work from cab of equipment; constantly reach below and overhead to operate equipment and enter vehicles; constant twisting while operating heavy equipment
- Constant light/firm grasp and fine manipulation to handle tools, equipment and material
- Constant step up/down to use ladders to enter vehicles; constant actuate mechanism to operate heavy machinery and vehicles
- Constant near/far acuity and hearing to safely perform duties and perform office tasks
- Frequent lifting and carrying of up to 100 pounds from ground to waist to move manhole covers; constant lifting and carrying of up to 100 pounds to move cement bags and equipment; occasional pushing/pulling of up to 100 pounds twenty (20) feet to lift and move manhole covers and other equipment
WORKING CONDITIONSWork is occasionally performed indoors and constantly outdoors with frequent exposure to extreme temperatures. Maintenance and repair are performed year-round on busy City streets where loud noise and traffic may cause a distraction. Work is very physical in nature and requires a great amount of physical exertion in extreme conditions while working in confined spaces. Exposure to chemicals, fumes, methane gas with limited ventilation, and human and medical waste products also exist. On-call duty is also required for emergency maintenance and snow removal.
Required Materials and Equipment May operate light to heavy equipment and machinery used in utilities operations, such as backhoe, high-pressure sewer cleaners, sewer television van, forklifts, loaders, tandem-axle dump trucks with a plow, crane truck, as well as other similar equipment. May also operate electrical test equipment, diesel-powered electrical generators, basic hand and shop tools, saws, welders, cherry pickers or overhead cranes, boom trucks, shovels, and two-way radios. Personal computers, telephones, adding machines, and other basic office equipment.

Benefit Package
The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
Employer Contribution: 12% of your base pay.
