    This position is located at 200 Madison Street, Jefferson City, MO 65102

    The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Water, Sewer, Gas, and Steam Department performs evaluations and on-going reviews of all tariff filings made by companies to ensure compliance with Commission rules and procedures. The department participates in all formal and informal rate filings made by regulated companies by reviewing existing and proposed rate design proposals and determining the appropriateness and need for plant additions. The department provides responses to customer inquiries and complaints concerning rate matters and quality of service issues and performs periodic inspections of company facilities and operations to ensure that companies are in compliance with Commission rules and are operating adequately. The department also participates in the review of finance cases filed before the Commission to ensure the appropriateness of the projects being financed and participates in the review of certificate applications before the Commission.

    • Review and evaluate complex water, wastewater, and natural gas engineering reports submitted by utility companies.
    • Review the prudency of completed upgrades and environmental improvements.
    • Devise methods and establish criteria for conducting engineering studies.
    • Work with consulting engineers retained by utility companies to develop plans for upgrades or resolution of complex problems.
    • Coordinate technical aspects of rate cases before the Commission in the role of Case Manager, negotiate with utility representatives and interveners, and provide input and testify on issues as an expert witness.
    • Will make recommendations to utilities to ensure rule and regulation compliance, as well as review legislative proposals, participate in rule makings, and become familiar with new environmental requirements impacting the water, sewer, gas, and steam industries.
    • Position may require occasional in- and out-of-state travel.


    Minimum Qualifications:

    • A Bachelor's degree from an accredited four-year college or university in engineering with the curriculum approved by the Accreditation Board for Engineering and Technology;
    • 6 or more years of engineering experience, two years of experience in a regulatory, compliance, or utility environment preferred.
    • Graduate work in the specified educational areas may be substituted on a year-for-year basis for the required general experience.
    • PE in Missouri required.
    • Knowledge of drinking water, wastewater, or natural gas environmental regulations a plus.
    • Personal computer experience required, Microsoft Office experience required.
    • Ability to work within a team setting or independently is required.
    • Must have initiative and strong work ethic.
