    Position Description

    The City of Tacoma Environmental Services Department, Asset Management and Technology Services Division is accepting applications for a Senior Manager, Technology. The Sr. Manager leads the management and oversight of the Asset Management & Technology Services Division, which plays a vital role in assessing and mitigating risks associated with the department’s extensive asset portfolio. The division also provides comprehensive technology support across the organization, including the design and maintenance of software applications that align with and advance operational needs.

    Work involves directing, planning and coordinating assignments/projects, monitoring work quality, counseling employees, resolving issues and grievances, conducting performance evaluations and providing recommendations for hiring, terminations, discipline, salary actions, etc. may oversee individual contributors. This position reports directly to the Director of Environmental Services.

    Essential Duties:

    1. Provides task, project and staff supervision; manages work scheduling, deliverables and quality control for multiple technology teams/units; conducts performance evaluations, coordinates training; and recommends/implements hiring.

    2. Develops, manages and coordinates multiple complex and sensitive technology projects, which includes: identifying and monitoring progress toward project goals; coordinating project efforts; coordinating cross-functional project teams; creating project standards; and overseeing budgets; manages competitive bid processes, RFPs, RFQs; manages consultants and vendors.

    3. Oversees the development of performance metrics and current and/or potential policies, practices and regulations to determine effectiveness; ensures compliance of policies, practices and regulations.

    4. Facilitates new or enhanced system functionality planning and delivery, definition of need and understanding of system solutions.

    5. Evaluates, analyzes and proposes strategies, policies and procedures in support of technology systems and functions; ensures compliance with regulatory requirements and service level agreements.

    6. Participates in department financial activities including budget development and procurement; monitor and administer budgets, revenues and expenditures; authorize expenditures; administer vendor contracts.

    7. Performs complex technical analyses of information and data; prepares assessments, status reports and recommendations.

    8. Identifies, recommends, measures and reports on performance goals.

    9. Serves on governance committees.

    10. Prepares and delivers complex presentations to leadership.

    Qualifications

    Qualifications
    Minimum Education*
    Bachelor's degree in information technology or directly related field

    Minimum Experience*
    6 years of progressively responsible information technology and project management experience in the area of assignment including 1 year as a technology supervisor, manager or subject-matter expert.

    *Equivalency: 1 year of experience = 1 year of education

    Licensing, Certifications and Other Requirements
    As Assigned:
    North American Electric Reliability Corporation Critical Infrastructure Protection certification (NECC-CIP)
    Some assignments may require a Washington State Driver's License

    Deferred Compensation: Income can be set aside on a pretax basis and invested for supplementation of normal retirement income.

    Retirement: All employees of the City, except members of the Police and Fire services, Tacoma Rail and certain project employees, are included in the Tacoma Employees' Retirement System.     Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
