We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     Internal Services Department is seeking qualified candidates to fill emergency ECC Manager (Administrative Manager 12, ISD) vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%

    The Opportunity
    The Equity in Countywide Contracting (ECC) Manager (Administrative Manager 12, ISD) will serve as a central authority for contract management and e-Procurement transformation within the ECC’s Office of Countywide Contracting Office. This role is responsible for shaping and overseeing the strategic direction, operational approach, and governance framework of ECC initiatives and subsequent implementation and execution in the e-Procurement system. The ECC Manager will lead staff and daily operations; while also providing expert, high-level consultative services aligned with Countywide strategic objectives. Key responsibilities include leading sourcing and contracting practices and fostering collaboration across County departments (38+), local government agencies, small businesses, and Community-Based Organizations-particularly those delivering services and program support to People Experiencing Homelessness.

    Essential Job Functions

    Leads, plans, organizes, directs, and evaluates the work of professional staff (ECC Administrative Managers and staff) assigned to ECC operations, including rating performance, establishing goals and objectives, providing training and mentoring for performance improvement, as necessary.

    Provides expertise and consultative services to internal and external stakeholders on strategic and systematic approaches in the development of service solicitations and contracts; provides recommendations on standardizing the County’s contracting processes to ensure that solicitations and contracts are developed pursuant to best practices.

    Directs the preparation of special projects and reports; institutionalizes the work of the ECC Motion and additional recommendations from the ECC Action Teams and Workgroups, specifically addressing technical assistance and capacity building programs, targeting Community Based Organizations (CBOs), non-profit entities, Preference Program Entities (PPEs), and Community Based Enterprises (CBEs) to broaden opportunities and accessibility to County contracting opportunities; leads the work of continuous, equitable and efficient improvements to the County’s contracting and procurement processes.

    Reviews all contract opportunities with applicability to Community Based Organizations (CBOs), non-profits, small, local, diverse businesses, and Community Based Enterprises (CBEs) to broaden the diversity of entities that can participate in such solicitations and ensures that proper technical assistance and advertisements are provided and facilitates opportunities for competition.

    Consults and coordinates contracting efforts with technical or professional specialists in program areas and appropriate department managers to define and establish contract specifications, scope of work to ensure completeness and accuracy of findings to draft contract specification for services.

    Develops technical assistance/training curriculum to meet goals and objectives of ECC initiatives and stakeholder recommendations for both internal and external participants.

    Directs and participates in analyzing and conducting research on equity-based Board Motions and drafting Motion Reports and establishes guidelines and processes to report Countywide contract progress/data effectively and accurately to the Board.

    Participates in multiple work streams of eProcurement transformation (i.e., purchasing, contracts, payables, etc.) to ensure consistency across; vision and strategy; policy, legal, practices and process; technology; and organization.

    Participates in planning sessions and assists in the development and implementation of Countywide strategic objectives, policies and programs, including Countywide eProcurement/Source-to-Pay Transformation.

    Serves as a resource to identify business requirements, assess functional design processes, workflow mapping, testing, and training on the Department’s eProcurement/Source-to-Pay Transformation initiative.

    Assists with the design, service delivery models, and performance frameworks of e-Procurement, ensuring responsiveness and working with stakeholders to align and meet on business requirements ensuring positive customer experiences through service excellence and quality service.

    Assists with developing and implementing operating plans, data reporting structure, and appropriate KPIs to measure functional effectiveness of the e-Procurement/Source-to-Pay System.

    Requirements

    MINIMUM REQUIREMENTS:

    Three years' experience in managing or assisting in the management of an organization, including directing a budget, personnel, fiscal, and other administrative functions -OR- Two years' experience at the level of Administrative Manager 10, ISD* or higher.

    SPECIAL REQUIREMENT INFORMATION:
    *Experience at the level of Los Angeles County's class of Administrative Manager 10, ISD is defined as assists in the administration of a division by developing, implementing, and supervising various programs and activities.

    You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    License:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    DESIRABLE QUALIFICATIONS:
    • Experience developing contracting strategies with or for public sector organizations, non-profits, local small businesses, community-based organizations, disabled veteran businesses, social enterprises, or similar type organizations with responsibility for managing and/or developing contracts from inception to completion which includes: developing contract specifications, statements of work, solicitation vehicles and contracting strategies, conducting proposer’s conferences, evaluating proposals and bids, leading and negotiating contracts, making recommendations for contract awards, consulting with Counsel on contractual issues, and responding to protests from bidders after awards are made.
    • Experience providing technical assistance, training, and contract consulting services to internal or external customers and stakeholders on complex contracting processes, including how to develop contracts specifications, statements of work, evaluate documents, award contracts, and negotiate with vendors and Counsel to arrive at a mutually agreeable award.
    • Experience developing or building organization-wide strategic objectives designed to enhance or streamline business operations.
    • Experience participating in the strategy and implementation of a Source-To-Pay Enterprise Resource Planning (ERP) system across a high matrix organization.
    • Bachelor’s Degree or higher from an accredited college or university in Business Administration, Public Administration, Contract Law, Negotiation, Finance, Economics, Procurement, Purchasing, or a closely related field.
