    Emergency Medical Services Division Manager

    ( Health Services Manager, Senior )

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC
    This position is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met.

    This recruitment will establish an open eligible list. This list will be used to fill current and future Health Services Manager, Senior vacancies within the Health Care Agency. This eligible list may also be used to fill positions in similar and/or lower classifications.

    HEALTH CARE AGENCY

    THE DEPARTMENT
    Emergency Medical Services (EMS) mission is to plan, coordinate and oversee the highest quality prehospital and emergency medical care in response to individual needs and community crisis. Mutual cooperation, patient advocacy, advanced medical technology, electronic documentation and evidence-based data are the EMS program major strengths.

    THE OPPORTUNITY
    The County of Orange, Health Care Agency has an exciting opportunity for a qualified individual to serve as Emergency Medical Services (EMS) Division Manager. The position will manage and provide oversight to approximately 40 staff, consisting of: EMS Medical Director, EMS Associate Medical Director, Emergency Management Manager, Chief Pharmacist, PSC Pharmacist, Emergency Management Administrators, HCA Program Supervisor II's, EMS Coordinators, Public Health Nurses (PHN's), EMS Specialists, Storekeeper II's, Office Supervisor B, Staff Specialists, Staff Assistants, Information Processing Technicians and Office Specialists.

    Additional responsibilities of the position will also include but are not limited to:
    • Establish and implement Division goals, objectives, and program priorities
    • Respond to communities, Board of Supervisors (BOS), County Executive Officer (CEO), and media inquiries
    • Participate on Agency, County, and statewide committees
    • Manage multiple federal grant funds for Public Health Emergency Preparedness, Homeland Security, and Hospital Preparedness Programs
    • Oversee the Orange County Medical Emergency Data System (OC MEDS) contracts and enhancements
    • Coordinate with Auditor-Controller staff regarding billing, collection, and grant implementation
    • Oversee HCA Operations Center and Strategic National Stockpile warehouse
    • Provide oversight of emergency medical and disaster exercise planning, training, and implementation
    • Represent HCA at the County Emergency Operations Center during disaster drills and actual emergencies
    • Provide oversight and management of the County's Base Hospital system
    • Oversee, evaluate, coordinate, and implement Division fee and rate studies
    • Evaluate and provide recommendations regarding legislative issues on County and Statewide level
    • Negotiate, coordinate, and obtain Board approval for the County's five (5) exclusive operating areas ambulance contracts
    • Work with Human Resource Services (HRS) to conduct recruitment selection processes
    • Provide oversight of the EMS hospital specialty designations


    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The ideal candidate will possess five (5) or more years of experience in EMS Administration, disaster management and federal grant processes.

    A valid Physician license, Registered Nurse license, Emergency Medical Technician license, or Paramedic license is preferred, but not required.

    Additionally, the ideal candidate will possess extensive knowledge, skills, and abilities that demonstrates the following competencies:

    Professional & Technical Expertise
    • EMS pre-hospital and hospital systems and system providers
    • Quality improvement (QI) and program auditing
    • EMS and health disaster preparedness and response
    • Possessing the skills to perform the responsibilities of a Local Emergency Medical Services Administrator and Medical and Health Operational Area Coordinator
    • Developing and implementing EMS policies and procedures
    • Planning and developing protocols and guidelines to meet State and Federal mandates
    • Ensuring program compliance with State and Federal mandates and County regulations
    • Maintaining the fiscal integrity and accuracy of program expenditures and budget development
    • Conducting audits to ensure emergency medical and disaster planning and preparedness are effective
    • Developing and maintaining strong and effective coordination between EMS programs
    • Strong political acumen when interacting with the BOS, CEO's office, communities, and stakeholders
    • Managing and coordinating disaster response activities and directing emergency medical services throughout the County
    • Proficiency in Microsoft Word, Excel, Power Point, and Outlook to produce high-quality documents

    • Monitoring EMS programs performance and services provided and implementing change when necessary
    • Managing program integration effectively and resolving issues accordingly
    • Being adaptable and flexible while maintaining a strong focus on program quality of care and services
    • Formulating effective resolutions by being consistent with the Agency's Mission and Vision

    Oral & Written Communication
    • Communicating effectively both orally and in writing
    • Expressing ideas and recommendations clearly
    • Partnering with all program staff and stakeholders, including other Counties, State and Federal Agencies or Departments to build strategic working relationships to achieve common goals

    • Anticipating and identifying potential program problems and proactively generating alternative solutions
    • Researching, implementing, and identifying issues in relation to County's Point of Distribution systems to conduct mass vaccination in the event of health emergencies
