Already a licensed PE? You'll start directly as a Sewer Engineer (Engineer 2), serving as project manager for capital and operational projects from day one. What You Will Do!As an Engineer 1, you will learn and develop skills in:- Technical Design Support - Apply basic to intermediate engineering principles to perform calculations, analyses, and design tasks for sewer infrastructure projects
- Engineering Documentation - Prepare and review engineering drawings using Revit and Bluebeam; conduct preliminary through final design review
- Equipment Evaluation - Research and evaluate mechanical equipment replacements for pump stations and treatment facilities
- Cost Estimation - Perform quantity takeoffs and prepare cost estimates for small works and corrective maintenance projects
- Construction Oversight - Provide field inspection and project engineering support to ensure compliance with contract documents, including daily observation reports and field quantity verification
- Regulatory Compliance - Apply Federal, State, and County regulations, standards, and building codes, including DOE Criteria for Sewage Works Design, WSDOT standards, APWA standards, and Kitsap County Sewer and Road standards
- Submittal Review - Assist in reviewing contractor and vendor submittals, O&M manuals, and record drawings for completeness and accuracy
- Asset Management - Support compilation of equipment and system data for CMMS and asset management programs; update facility record documents
- Field Documentation - Conduct record document and field research, coordinate field data collection for existing equipment, systems, and conveyances
- Technical Reporting - Prepare technical reports documenting field findings, material research, and engineering evaluations related to piping systems, pump stations, and treatment processes
- Project Tracking - Use Excel to track project budgets, payment applications, and financial progress
- Commissioning Support - Participate in facility and equipment startup, testing, and commissioning activities; assist with developing testing checklists and parameters
- Professional Relationships - Develop and maintain positive working relationships with colleagues, consultants, contractors, and regulatory agencies
As an Engineer 2, you will perform the full scope of:- Project Management - Serve as project manager for assigned capital and operational sewer utility projects, managing scope, schedule, and budget
- Technical Design Leadership - Provide technical input and independent review of design and contract documents for Capital and Developer projects to ensure compliance with DOE, WSDOT, APWA, and Kitsap County standards and all applicable codes
- Advanced Engineering Analysis - Perform complex calculations, sizing, and selection of equipment and materials for pump stations, conveyance systems, and treatment facilities
- Submittal and Documentation Review - Independently review and approve contractor and vendor equipment submittals, O&M manuals, operation manuals, and record drawings for completeness, accuracy, and compliance
- Design Development - Develop design and record drawings, specifications, quantity take-offs, and engineering calculations using industry-standard software (Revit, Bluebeam, AutoCAD)
- Quality Assurance - Review field inspection reports to monitor contractor progress and deficiencies; ensure project quality and regulatory compliance throughout construction
- Asset Management - Comprehensive asset data for CMMS and asset management programs; update and maintain facility record documents
- Financial Management - Track and manage project budgets, review payment applications, and oversee financial progress throughout the project lifecycle
- Commissioning Leadership - Lead facility and equipment startup, testing, and commissioning activities; develop comprehensive testing protocols and verify performance parameters
- Technical Reporting - Prepare comprehensive technical reports and engineering evaluations for complex wastewater infrastructure systems
- Stakeholder Coordination - Serve as technical expert and primary engineering contact for internal teams, consultants, contractors, regulatory agencies, and developers
What you bring: - Minimum Qualifications for Engineer 1 (ONE of the following):
- Bachelor's degree in Civil Engineering, Mechanical Engineering or related field, OR
- Engineer-in-Training (EIT) certification, OR
- Four years of related engineering experience working under the direct supervision of a licensed Professional Engineer (PE)
- If qualifying through experience: Complete a verification form during the application process that includes verification of work performed under PE supervision, Professional Engineer signature, and PE stamp/seal or copy of current license
- Minimum Qualifications for Assistant Construction Manager (Engineer 2):
- Professional Engineer (PE) licensure ( required to auto pro gress) , OR
- Bachelor's degree in Civil Engineering, Mechanical or related field AND four years of r elated engineering experience working under the direct supervision of a licensed Professional Engineer, OR
- Engineer in Training (EIT) certification AND four years of related engineering experience working under the direct supervision of a licensed Professional Engineer, AND
- Progressively responsible civil engineering experience demonstrating the ability to perform the full scope of Engineer 2 responsibilities.
*Engineering means the "practice of engineering" as defined in RCW 18.43.020. Preferred Education, Experience or Other Qualifications - Two years of experience in sewer, stormwater, or water infrastructure engineering and construction under supervision of a licensed Professional Engineer.
Competitive Selection: When this position is open for competitive recruitment, candidates will be selected and appointed at the level (Engineer 1 or Engineer 2) for which they meet the minimum qualifications and can demonstrate the required competencies. Candidates who possess PE licensure and can demonstrate the full scope of Engineer 2 responsibilities will be considered at that level; candidates without PE licensure will be considered at the Engineer 1 level.
Career Progression: This position is part of an automatic progression series. Incumbents hired at the Engineer 1 level will progress to Engineer 2 upon obtaining their Professional Engineer (PE) license and demonstrating satisfactory work performance, without the need for reapplication or competitive selection.
