    Job Summary

    Mohave County Public Works-Parks Division is seeking to hire a Park Administrator.

    Essential Job Functions

    • Plans, organizes, and directs day use recreation, lodging, and camping activities at two fee-based regional parks in mountain and river settings that conjure peak summer visitation and recreational vehicle stays in winter season.
    • Plans, organizes, and directs planned special events at County park venues in addition to regular and periodic vendor services at County parks.
    • Plans, organizes, and directs all aspects of the Mohave County Fairgrounds operations including activities held at the fairgrounds, facilities operation and maintenance, fairgrounds budget and accounting systems for monetary control, marketing of the fairgrounds year-round, marketing the annual County Fair, promotion and support of fairgrounds events, space rentals, and supervision of assigned staff.
    • Plans, organizes, and directs delivery of community park playground services, playground and group area facility care, maintenance, and improvement, and all aspects of customer service for community park use and group area rental.
    • Plans, organizes and directs Parks building, grounds, and utilities facilities and asset acquisition, maintenance and development including custodial, preventive maintenance, grounds landscaping and beatification, and construction.
    • Plans, organizes, and directs County owned or administered non-motorized trail maintenance and improvement.
    • Plans, performs, and directs facility and grounds asset inspection and custodial and maintenance program inclusive of policies, procedures, and standards of care.

    • Maintains maintenance work order system and ensures timely and complete performance of work.
    • Develops division goals and objectives.

    • Develops and administers capital construction program inclusive of but not limited to buildings, grounds, recreational amenities, and onsite water and sewer systems.
    • Resolves operational problems, develops and implements new programs, methods and procedures to increase Division efficiency and quality of work.
    • Selects, plans, assigns, supervises and evaluates the work of subordinates.
    • Develops and administers the Parks Division budget. Evaluates goods and services for possible purchase.
    • Provides administrative oversight to Parks Police that is organized under the Parks Administrator.
    • Oversees the County’s Environmental Rural Enforcement Cleanup Program (ERACE) through Parks Police.
    • Conducts periodic inspections of facilities, equipment and operations, investigates and resolves complaints and personnel and procedural problems.
    • Attends meetings and conferences as necessary.
    • Prepares policies and procedures and fee schedules.
    • Prepares, analyzes and presents oral written reports.
    • Writes grants and contracts as necessary.
    • Represents County on all park and recreation matters.
    • Administers County adherence to Federal leased lands compliance; cooperates with Federal agencies with jurisdiction for certain park and adjacent lands.
    • Participates in contract negotiations for equipment, services and materials, and capital improvement projects and monitors compliance with the contractual requirements, regulations and standards.
    • Establishes and maintains cooperative relations with other County Departments, community and governmental agencies and the public.
    • Initiates and develops training, cross-training, and continuing education programs for staff.
    • Evaluates the quality, efficiency and effectiveness of the Division.


    Minimum Qualifications

    REQUIRED MINIMUM EDUCATION, EXPERIENCE AND TRAINING
    • Bachelor's degree in parks administration or related field.
    • Three (3) years of increasingly responsible experience in parks administration, including at least two (2) years supervisory or administrative experience.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
    SPECIAL JOB REQUIREMENT
    • Must pass drug screen post offer.

    • Maintaining efficient organization and communication on all aspect of Parks activities; maintaining essential records.
    • Identification and resolution of operational, procedural and personnel problems.
    • Communicating and maintaining professionalism and customer service with the public, co-workers, and work contacts.
    • Ensure customer service delivery through subordinate staff to highest degree and maintain welcoming, engaging, and fun atmosphere for regional and community park patrons.
    • Maintain safe and efficient parks maintenance operations.
    • Plan, assign and supervise the work of subordinates.
    • Develop and implement improved cost effectiveness, operations and maintenance procedures.
    • Exercise judgment and discretion in matters of policy and procedure design and implementation.
    • Make decisions in accordance with established policies and regulations.
    • Take timely and complete action on personnel matters.
    • Analyze administrative, organizational and personnel situations and determine appropriate or alternative actions.
    • Speak effectively before community groups and other civic organizations.
    • Communicate clearly and concisely, both orally and in writing.
    • Ability to establish and maintain effective working relationships with those contacted in the course of work.
    • Fulfill all physical requirements of the class.
